DAI is an integrated professional services and advisory firm that provides project design and delivery, management consulting, and financial services to companies, investors, and governments worldwide.
DAI Pakistan is implementing the Institutional Strengthening (IS) Component of the FCDO-funded BRAVE (Building Resilience and Addressing Vulnerability to Emergencies) programme in Pakistan. BRAVE-IS is an adaptive institutional strengthening and technical assistance programme designed to strengthen the capacity of federal, provincial, and district institutions to better anticipate, plan for, and manage climate and disaster risks.
The programme supports a transition across Pakistan's climate and disaster resilience architecture: from reactive disaster response to anticipatory risk management; from fragmented interventions to integrated systems; from policy formulation to implementation; and from ex-post disaster financing to ex-ante risk financing. Work is structured across three areas:
- Climate-Smart Public Investment Reform – embedding climate and disaster risk into public investment planning, infrastructure design, and sector delivery
- Institutional Capacity for Anticipatory Disaster Management – strengthening preparedness, early warning, and operational effectiveness across national and sub-national disaster management institutions
- Support for Climate and Disaster Risk Finance – strengthening government capacity to mobilise, structure, and deploy climate and disaster risk finance
DAI Pakistan is building a roster for the Technical Assistance Facility (TAF), comprising individual consultants who can be pre-qualified and deployed on short- or long-term assignments across the programme's thematic areas and target geographies. We are seeking specialists who can translate technical expertise into lasting institutional change in complex, politically dynamic environments.
Candidates should bring a track record of high-impact technical or advisory delivery within government systems. Specifically, we are seeking those with:
- An advanced degree in a relevant field
- Senior-level engagement with federal and/or provincial government institutions in Pakistan
- A demonstrable history of translating technical analysis into implemented reform
- Strong understanding of Pakistan's climate, disaster risk management, or public finance landscape
- Prior experience on FCDO, World Bank, UNDP, ADB, USAID or equivalent development partner programmes
- The ability to work adaptively in politically complex, multi-stakeholder environments
The table below lists the specific types of experts sought for the TAF roster, along with the expertise required under each role. Candidates should clearly indicate in their cover note which expert type(s) they are applying for. Applications across multiple roles are welcome where genuine and demonstrable experience exists.

- Chartered accountants; public financial management, budgeting and expenditure review specialists; climate budget tagging, PEFA/PIMA specialists, value-for-money experts; procurement, contract management, public investment management and local government finance specialists.

- Climate, green and sustainable finance specialists; disaster risk financing and risk-layering experts; insurance and parametric insurance specialists; project finance, PPP and bankable climate project specialists; GCF/GEF/Adaptation Fund proposal writers; carbon market, Article 6, MRV, green taxonomy and ESG disclosure experts.

- Civil, structural, geotechnical, hydrological, drainage, irrigation, flood management, transport, roads, bridges and public health engineering specialists; hydrological and flood modelling experts; climate-resilient infrastructure design, quality assurance and design review specialists; urban planners, floodplain zoning, land-use planning, building code, environmental regulation and EIA experts

- Public sector reform and institutional strengthening specialists; policy, legal and regulatory reform experts; political economy analysts; communication and reform advocacy experts; MEL, safeguarding, gender and social inclusion, training and capacity-building specialists; and former civil servants with experience in P&D, Finance, DRM, Local Government, infrastructure or related sectors.

- DRM/DRR, preparedness, response planning, anticipatory action and CBDRM specialists; GIS, remote sensing, satellite imagery, drone mapping, climate risk modelling, data science, AI/ML, dashboards, MIS/DMIS and decision-support system experts; and sector specialists in water resources, irrigation governance, agriculture, livestock, food systems, heat stress, coastal resilience, cyclone/storm surge, GLOF, mountain hazards, drought resilience, social protection and adaptive social protection.
Applications will be reviewed on a rolling basis. The process is as follows:
- Submission of CV and cover note by the stated deadline.
- Review and shortlisting of applications by DAI Pakistan based on relevance of experience, qualifications, and areas of expertise.
- Shortlisted candidates will be added to the TAF roster against the expert type(s) for which they have been pre-qualified.
- As specific assignments are identified under the programme, pre-qualified consultants whose expertise is relevant will be invited for an interview.
- Following the interview, DAI Pakistan will select the most suitable consultant for the assignment and issue a formal engagement.
Inclusion on the TAF roster does not guarantee an assignment. Assignments will be issued based on programme needs, availability, and fit with specific task requirements.
