Service contract will assist the implementation of specific measures of the draft Circular Economy Strategy and Action Plan, expected to be adopted by the Government of Ukraine in 2026. The project is structured around the four Strategic Objectives of the draft Circular Economy Strategy and Action Plan: (1) Harmonization of legislation with the EU circular economy law (including regulations on specific waste streams and value chains and formal performance reporting); an update of the Circular Economy Strategy and Action Plan may also be required; (2) Market-based solutions for circular economy development; (3) Raising of awareness of circular economy and (4) Innovative approaches in circular economy. The project will be implemented through a combination of high-level expertise, legislative drafting and institutional capacity building. IT support, including the development of technical specifications and IT platforms, may also be required. The Ministry for Economy, Environment and Agriculture of Ukraine will be the main Beneficiary for the project, but close cooperation with other stakeholders will be required.
Qualifications and skills:
- Master’s degree in at least one of these fields: economics, law, environmental, development studies, political sciences, or directly related disciplines; or, in the absence of a Master degree, a Bachelor degree in the same fields with 12 years of general professional experience related to circular economy development;
- Fluency in English (at least C1 level);
- Knowledge of Ukrainian language (at least B2 level) will be a strong advantage.
General professional experience:
- At least 10 years of professional experience covering the formulation and/or implementation of circular, and/or decarbonized, and/or resource efficient economy policies, and of public or private interventions in circular economy and sustainable value chains;
- At least 3 years of experience as Team Leader managing donor funded projects in the area of circular economy / green economy / sustainable economic development, preferably EU funded projects, or alternatively, at least 3 years of experience working as a senior official on circular economy or EU Green Deal issues in the public administration in an EU Member State or EU Candidate Country.
Specific professional experience:
- At least 3 years of experience with harmonisation of legislation with the EU circular economy law and/or waste legislation, and/or drafting or implementation of circular economy strategies / action plans, and/ or with market-based solutions for circular economy development;
- Experience in institutional capacity building and training on circular economy will be an advantage
- Experience in the Ukraine on circular economy development or sustainable consumption and production or waste management will be an advantage
Qualifications and skills:
- Master’s degree in Law (International or Environmental or EU Law); or, in the absence of a Master degree, a Bachelor degree in the same fields with 10 years of general professional experience related to circular economy development;
- Fluency in English (at least C1 level);
- Fluency in Ukrainian language (at least C1 level);
General professional experience:
- At least 8 years of professional experience working on legal aspects of circular economy or waste management or environmental management and compliance
Specific professional experience:
- At least 2 years of experience in transposition and/or implementation of the EU environmental acquis, including conducting legal gap analyses and/or developing concordance tables and/or legislative drafting and/or supporting enforcement and implementation of laws;
- At least 1 experience as a legal expert working on to circular economy development, waste management or other environmental compliance issues is required;
- Knowledge of the Ukrainian legal and policy framework related to circular economy or waste management will be a strong advantage
Qualifications and skills:
- Master’s degree in one of the following fields: economics, business administration, environmental economics, environmental engineering, enterprise development, industrial engineering, industrial ecology, or other directly related disciplines; or, in the absence of a Master degree, a Bachelor degree in the same fields with 12 years of general professional experience related to circular economy development;
- Fluency in English (at least C1 level);
- Knowledge of Ukrainian language (at least B2 level) will be a strong advantage.
General professional experience:
- At least 8 years of professional experience in technical work related to circular economy and/or waste management and/or sustainable consumption and production;
- At least 2 experiences working as an expert in donor funded projects in the area of circular economy / green economy / sustainable economic development, preferably EU funded projects, or alternatively, at least 2 years of experience working as technical specialist on circular economy or waste management in the public administration or in the private sector in an EU Member State or EU Candidate Country.
Specific professional experience:
- At least 5 years of experience with market-based solutions and innovation or business feasibility related to circular economy development;
- At least 3 years of experience in conducting systematic analyses related to circular economy, solid waste management, and/or extended producer responsibility (EPR)
- At least 3 years of experience in business mapping and business development, including EPR systems analysis and/or life-cycle assessments (LCA) and/or value chain assessments and/or business planning;
- Demonstrated experience in the design and delivery of training to public sector and/or private sector entities on circular economy development and innovation will be an advantage
- Experience in the Ukraine on circular economy development or sustainable consumption and production or waste management in industry will be an advantage
Qualifications and skills:
- Master’s degree in one of the following fields: communications, journalism, media management, or other directly related disciplines; or, in the absence of a Master degree, a Bachelor degree in the same fields with 10 years of general professional experience related to circular economy development;
- Fluency in English (at least C1 level);
- Fluency in Ukrainian language (at least C1 level);
- Proficient use of MS Office, web-based tools and social media
General professional experience:
- At least 8 years of professional experience in communications, of which at least 3 years of experience in an international environment;
Specific professional experience:
- At least 5 years of experience in strategic communications, including experience in developing and implementing communication strategies or communication campaigns or communication plans / awareness raising or similar;
- At least 1 experience as a communications specialist working on topics related to circular economy development, waste management or other environmental management issues is required;
- Experience in knowledge management, including compilation and dissemination of best practices and stories related to circular economy development, waste management or other environmental management issues will be an advantage;
- Experience with the Ukrainian and international media is a strong advantage
