DAI is seeking an experienced and highly capable consultant to provide technical assistance to the Ministry of Health in the Democratic Republic of Congo (DRC), working closely with the British Embassy Kinshasa (BEK), to effectively coordinate health financing activities and design and implement a technical assistance programme that strengthens budget preparation and advocacy for increased and sustainable financing for health.

Key responsibilities include strengthening coordination among donors and stakeholders, designing and delivering targeted technical assistance for health budget preparation and execution, supporting advocacy for increased domestic resource mobilisation, and contributing to capacity building of BEK staff. 

Requirements

  • Minimum of a master’s degree in public health, health economics or equivalent field;
  • Substantial experience in health financing, governance, Public Financial Management, and health system strengthening; 
  • Proven ability to engage with health sector stakeholders in the Ministries of Health and Finance, Global Health Initiatives, implementation agencies and the donor community;
  • Excellent teamwork and a willingness to contribute to capacity building for the BEK team; and
  • Ability to work in a multi-cultural environment; fluent in French and English; and excellent analytical, communication and writing skills.
  • Previous experience working with donor partners, DFID, FCDO, USAID or equivalent; 
  • Specialized training in health economics or health financing in the context of low-income countries; 
  • Health financing policy experience at the regional or international level; and 
  • Experience working in the health sector in the Democratic Republic of Congo.
