Project title: ‘’EU Facility supporting policy dialogue and technical assistance in Iraq’’

Brief description of the project: The specific objective of this assignment is to strengthen public institutions and develop capacities for policymaking, planning, and implementation in view of engaging with non-state actors, responding to citizens’ needs and contributing to general socio-economic development including domestic revenue mobilization. Within this framework, the purpose of this contract is to provide on-demand technical assistance open to all Government entities targeted by EU interventions in Iraq through EU Special Measures and the EU multi-annual indicative program 2021-2026, as well as technical assistance directly to the EU delegation and support to the EU delegation for policy dialogue.

For Assignment: Climate Change and Sustainable Agriculture

The assignment: Climate Change and Sustainable Agriculture is part of a wider project titled the EU Facility Supporting Policy Dialogue and Technical Assistance in Iraq (the project).The overall objective of this assignment is to provide the European Union Delegation (EUD) to Iraq with a comprehensive strategic assessment of Iraq's climate change, environmental sustainability, and sustainable agriculture landscape in order to inform future EU programming, policy dialogue, and investment priorities.

The assignment aims to develop an integrated evidence base that combines environmental, institutional, governance, political economy, and investment analyses to identify practical opportunities to strengthen Iraq's climate resilience, environmental governance, sustainable agricultural development, and green economic transition.

The assessment should not only examine existing challenges and institutional capacities but also identify realistic and implementable entry points where European Union support can contribute to policy reform, institutional strengthening, sustainable investment, climate adaptation, and long-term environmental sustainability.

The consultant shall undertake a comprehensive strategic assessment of Iraq's climate change, environmental sustainability, climate governance, and sustainable agriculture landscape. The assignment shall combine technical, institutional, governance, political economy, and investment analyses to identify strategic opportunities for future European Union engagement.

The consultant shall work closely with the European Union Delegation (EUD), relevant Government of Iraq institutions, development partners, civil society organisations, academia, and private sector stakeholders to ensure that the assessment is evidence-based, consultative, and aligned with national priorities.

NKE 1: International Senior Climate Change, Environmental Governance and Sustainable Agriculture Expert (Role Summary)

The Expert shall serve as Team Leader and provide overall technical leadership for the assignment. The expert will lead the analytical work, coordinate the assignment's implementation, supervise the NKE2, ensure methodological consistency, and guarantee the quality of all deliverables.

The expert shall lead the assessment of Iraq's climate change challenges, environmental governance, sustainable agriculture, climate finance, green transition, and institutional reform, while ensuring that recommendations are practical, evidence-based, and aligned with EU priorities, including the European Green Deal, Global Gateway, NDICI, and Iraq's Nationally Determined Contributions (NDCs).

The Team Leader shall also integrate the Political Economy Analysis into the overall assessment and ensure the assignment informs future EU programming and policy dialogue.

Responsibilities

The NKE1 (Team Leader) shall perform, but not necessarily be limited to, the following tasks:

→Lead the overall implementation of the assignment.
→Develop and refine the analytical methodology and work plan.
→Coordinate the work of the NKE2.
→Lead the assessment of Iraq's climate change challenges and vulnerabilities.
→Analyse environmental degradation, biodiversity, land degradation, desertification, water scarcity, and ecosystem resilience.
→Assess climate adaptation and mitigation priorities.
→Lead the assessment of climate impacts on agriculture.
→Evaluate climate-smart agriculture practices.
→Assess food security, rural livelihoods, irrigation, water efficiency, and sustainable land management.
→Analyse climate governance systems.
→Review legislation and institutional frameworks.
→Assess coordination mechanisms among ministries.
→Identify institutional capacity gaps.
→Lead the Political Economy Analysis of climate governance.
→Analyse institutional relationships and identify governance bottlenecks and reform opportunities.
→Assess green investment opportunities.
→Analyse climate finance mechanisms.
→Identify opportunities for private sector participation.
→Identify strategic programming opportunities.
→Prepare evidence-based recommendations.
→Lead the preparation of project concept notes.
→Present findings and recommendations to the EUD.

Requirements

A master’s degree or higher in Climate Change, Environmental Science, Environmental Policy, Agriculture, Water Resources, Sustainable Development, Environmental Economics, or a closely related discipline. A PhD is an advantage.
At least 20 years of progressively responsible professional experience, including substantial experience working in international and/or multi-country contexts.
At least 10 years of relevant experience in climate change, environmental governance, sustainable development, or related fields.
Extensive experience in environmental policy, climate governance assessments, and institutional and regulatory reform.
Demonstrated experience in leading complex analytical and advisory assignments involving international, national, and local stakeholders.
Proven experience in conducting Political Economy Analysis (PEA), preferably in fragile, conflict-affected, or politically complex contexts.
Relevant experience in agriculture, rural development, water resources, and climate-resilient development.
Demonstrated experience in climate finance, green investment, and the mobilisation of international and domestic financing for climate-related initiatives.
Experience working with international development partners, multilateral institutions, governments, and private-sector stakeholders.
Demonstrated experience in developing EU-funded programmes, action documents, concept notes, or similar programming documents in accordance with EU requirements.
International experience in developing countries is essential; previous professional experience in Iraq, the Middle East, or comparable contexts would be a strong advantage.

Duration of the assignment: Up to 30 days

Period of the assignment: Expected to commence in October 2026, subject to EUD approvals and coordination. Completion is expected within 4 months of commencement.

Place of assignment: Baghdad, Republic of Iraq.

Language requirements: Fluent in spoken and written English. Arabic is an advantage.
