Project title: ‘’EU Facility supporting policy dialogue and technical assistance in Iraq’’

Brief description of the project: The specific objective of this assignment is to strengthen public institutions and develop capacities for policymaking, planning, and implementation in view of engaging with non-state actors, responding to citizens’ needs and contributing to general socio-economic development including domestic revenue mobilization. Within this framework, the purpose of this contract is to provide on-demand technical assistance open to all Government entities targeted by EU interventions in Iraq through EU Special Measures and the EU multi-annual indicative program 2021-2026, as well as technical assistance directly to the EU delegation and support to the EU delegation for policy dialogue.

For Assignment: “Technical Assistance for Market Assessment, Engagement Opportunities, and EU Private Sector Entry in Satellite Connectivity and Earth Observation in Iraq.”

The assignment: Technical Assistance for Market Assessment, Engagement Opportunities, and EU Private Sector Entry in Satellite Connectivity and Earth Observation in Iraq form part of a wider project titled the EU Facility Supporting Policy Dialogue and Technical Assistance in Iraq (the project). The latter is a long-term € 4.5 million European Union (EU) funded initiative implemented under a service contract held with DAI Belgium, running from August 2022 to December 2026. The project focuses on strengthening the Iraqi public sector’s capacity to plan and deliver policy that is responsive to citizens’ needs and, in so doing, contribute to socio-economic development and a peaceful and just society. It does this through the provision of demand-driven technical assistance to EU cooperation, Government, and State actors on priority areas as articulated in the EU’s 2021-2027 Multi-annual Indicative Programme (MIP). These include strengthening policymaking and institutional capacity of key government institutions, the federal parliament, the judiciary, and civil society, along with cross-cutting support to responsive and conflict-sensitive EU programming. 

This assignment will focus on developing a Technical Assistance for Market Assessment, Engagement Opportunities, and EU Private Sector Entry in Satellite Connectivity and Earth Observation in Iraq.

The purpose of this assignment is to provide the European Union Delegation (EUD) with a concise, evidence-based understanding of how satellite and other non-terrestrial network (NTN) solutions could complement Iraq's existing terrestrial connectivity infrastructure.

The assignment will assess the current connectivity ecosystem, identify operational gaps and priority use cases, and examine the regulatory, institutional, technical and procurement-related conditions required for the deployment of secure and reliable hybrid connectivity solutions.

The assignment will also distinguish between the different layers of space-enabled services, namely: satellite communications (SatCom), which provide connectivity; satellite navigation (SatNav), which provides positioning, navigation and timing data; and Earth observation (EO), which provides geospatial and monitoring data.

The assignment is intended as a targeted entry point rather than a comprehensive sector study. It will enable the EUD to inform decision-making, identify priority areas for engagement, and determine potential pathways for future interventions. The approach will prioritise key sectors and stakeholders, focusing on high-impact applications in connectivity, energy, critical infrastructure, security, transport and logistics.

The assignment should:

  1. Map the current terrestrial and non-terrestrial connectivity ecosystem in Iraq;
  2. Assess the limits of terrestrial networks and the potential added value of NTN solutions;
  3. Clarify the role of SatCom, EO and SatNav within priority sectoral applications;
  4. Identify connectivity gaps and operational needs;
  5. Review regulatory, institutional, spectrum and licensing frameworks;
  6. Assess the feasibility of hybrid terrestrial / non-terrestrial network models;
  7. Explore applications in energy, oil and gas, security, mobile networks, transport and strategic infrastructure;
  8. Identify possible implementation models, including whether solutions should be procured as turnkey systems or through separate network/service components;

The Energy and Critical Infrastructure Expert will assess how digital connectivity and space-enabled technologies can support the operation, monitoring, and resilience of Iraq’s energy systems and critical infrastructure.

Responsibilities

  • Analyse energy sector infrastructure, including electricity networks, renewable energy systems, and oil and gas assets. 
  • Identify operational challenges related to monitoring, control, and connectivity. 
  • Develop use cases integrating SatCom, EO, and SatNav for: 

o    Grid monitoring and management; 

o    Renewable energy optimisation; 

o    Pipeline and asset monitoring. 

  • Assess data and connectivity requirements for SCADA and other control systems. 
  • Identify vulnerabilities in infrastructure and propose resilience-enhancing solutions. 
  • Evaluate integration of digital and energy systems, including remote operations. 
  • Provide recommendations for scalable deployment of digital solutions in the energy sector.

Requirements

  • Advanced degree in Energy Engineering, Electrical Engineering, or related field. 
  • Minimum 8–10 years of experience in energy systems or infrastructure. 
  • Experience with digitalisation of energy systems and remote monitoring solutions.
  • Knowledge of oil and gas operations is an asset.

Duration of the assignment:  Up to 30 days

Period of the assignment: Expected to commence in June 2026, subject to EUD approvals and coordination. Completion is expected within five months of commencement.

Place of assignment: Baghdad, Republic of Iraq

Language requirements: Fluent in spoken and written English and Arabic languages
