DAI is seeking a senior-level Resettlement Lead for the MCC-Management Oversight, Social and Environmental Support (MOSES) contract. This is an initial 18-month assignment, with the possibility of five additional option periods of 12 months each, and is based in Freetown, Sierra Leone.
The Millennium Challenge Corporation (MCC) and the Government of the Republic of Sierra Leone signed a Millennium Challenge Compact on September 27, 2024, valued at USD $480 million. The Compact aims to reduce poverty and promote economic growth in Sierra Leone by strengthening the country's electricity sector. It consists of three projects: (i) the Transmission Backbone Project, which expands Sierra Leone's electricity transmission network; (ii) the Distribution and Access Project, which improves the reliability of electricity supply and expands access in selected communities; and (iii) the Power Sector Reform Project, which improves the financial sustainability, governance, and performance of the electricity sector. The Management Oversight, Social and Environmental Support (MOSES) contract supports MCA-Sierra Leone, the Government of Sierra Leone, and the Compact's implementing entities, including the Electricity Generation and Transmission Company (EGTC), the Electricity Distribution and Supply Authority (EDSA), the Electricity and Water Regulatory Commission (EWRC), and the Ministry of Energy. Ultimately, the Compact aims to benefit Sierra Leonean citizens through improved access to reliable and affordable electricity.
Responsibilities
~2 min readThe Resettlement Lead will oversee all resettlement-related activities within the MOSES scope, including review and quality assurance of RAPs and LRPs, monitoring of resettlement implementation, and reporting on resettlement compliance. The role requires a combination of technical expertise in resettlement planning and implementation, strong interpersonal skills for working with PAPs and local communities, and a thorough understanding of international and national resettlement standards.
- →Review and provide quality assurance on Resettlement Action Plans (RAPs) and Livelihood Restoration Plans (LRPs) prepared by the Resettlement Consultant, ensuring compliance with IFC Performance Standard 5, World Bank OP 4.12/ESS 5, and the Development-Induced Resettlement Act of 2023.
- →Prepare a Final RAP Compliance Review Report within five weeks following submission of draft RAPs by the Resettlement Consultant.
- →Monitor the implementation of approved RAPs and LRPs, including compensation payments, physical relocation, and livelihood restoration activities, and identify and report on compliance gaps.
- →Coordinate with the Social Analysis Lead to ensure resettlement and livelihood restoration programs adequately address the needs of women, youth, and vulnerable groups.
- →Engage with the Ministry of Planning and Economic Development's Resettlement Secretariat on required permits, approvals, and coordination under the Resettlement Act.
- →Supervise the MOSES Resettlement Specialist and coordinate with the Resettlement Consultant on data collection, census activities, and socio-economic surveys.
- →Provide technical inputs to the ESMS, Grievance Redress Management Plan, Quarterly Progress Reports, and the Base Period Closure Report.
- →Conduct community-level consultations with PAPs on resettlement entitlements, grievance mechanisms, and livelihood restoration options.
- →Advise MCA-SL on international best practices in harmonizing national resettlement legislation with IFC PS 5 requirements.
Requirements
~1 min read- A bachelor's degree in social sciences (sociology, international development), human services, social work, or a related field. A postgraduate degree in Social Sciences or equivalent is highly desirable;
- A minimum of 10 years of experience planning, conducting, and/or overseeing land acquisition, resettlement, and livelihood restoration programs related to large public infrastructure projects, including the preparation and implementation of RAPs and LRPs;
- Demonstrated experience implementing international best practices in resettlement and livelihood restoration, specifically IFC Performance Standard No. 5 or the World Bank's OP 4.12/ESS 5 resettlement policy and methodology;
- Knowledge of how to harmonize international best practices in resettlement with national resettlement requirements;
- Experience working on large, complex linear infrastructure projects (transmission lines, roads, or pipelines) with large populations of Project Affected Persons (PAPs);
- Demonstrated experience working with local counterparts and a diversified set of stakeholders, including government, communities, and civil society;
- Proficiency in English (written and spoken) required;
- Experience working in West Africa and/or Sierra Leone is highly desirable; and
- Experience working specifically on electricity transmission line projects is highly desirable.
