Position Summary

The Manager, Pre-Construction & Delivery is responsible for the full delivery lifecycle of precast concrete projects at York Precast — from early estimating and pre-construction through to site installation and project closeout. The Manager is accountable for ensuring that projects are accurately estimated, bid, coordinated, and technically prepared; that all documentation and procurement are aligned with production schedules; and that finished products are transported and installed safely, on time, and to specification.


As a key member of the startup leadership team, this role carries meaningful responsibility for building the systems, processes, and workflows that will underpin York Precast's pre-construction and delivery functions. In the near term, the Manager will operate hands-on, working with a combination of internal resources and third-party service providers, while progressively building out the team and capabilities required to support the company's growth.


Key Responsibilities

Estimating & Pre-Construction:

  • Own the full bid cycle: scope review, quantity take-offs, material and subcontractor pricing, risk assessment, and proposal submission.
  • Develop bid strategy and pricing in collaboration with the President, including margin targets and go/no-go decisions.
  • Prepare professional proposals and tender packages for clients, GCs, and developers.
  • Maintain unit cost libraries, bid templates, and historical pricing data. 
  • Track awarded projects against estimated costs and report on budget variances.
  • Identify scope gaps, constructability concerns, and value engineering opportunities early.


Technical Services – Quality, Engineering & Drafting:

  • Own the full bid cycle: scope review, quantity take-offs, material and subcontractor pricing, risk assessment, and proposal submission.
  • Develop bid strategy and pricing in collaboration with the President, including margin targets and go/no-go decisions.
  • Prepare professional proposals and tender packages for clients, GCs, and developers.
  • Maintain unit cost libraries, bid templates, and historical pricing data.
  • Track awarded projects against estimated costs and report on budget variances.
  • Identify scope gaps, constructability concerns, and value engineering opportunities early.


Project Management & Coordination:

  • Manage drawings, RFIs, submittals, and coordination across all active projects.
  • Own change order management from identification through client approval and internal cost tracking.
  • Administer project contracts, monitoring obligations, milestones, and deliverables.
  • Identify, assess, and mitigate schedule, scope, cost, and quality risks throughout each project.
  • Manage procurement: confirm quantities, issue and track POs, and coordinate supplier deliveries.
  • Maintain clear project status visibility across all files and escalate issues to the President as needed.
  • Liaise with clients, GCs, and structural engineers on technical and coordination matters.


Transportation & Logistics:

  • Own end-to-end delivery planning: scheduling, crane bookings, transport, trailer configuration, and site access.
  • Ensure all loads comply with Alberta oversize and overweight regulations.
  • Monitor carrier performance and delivery costs; identify savings opportunities.
  • Coordinate yard sequencing and load-out with the production team.


Erection & Installation:

  • Manage erection and panel welding resources on a per-project basis.
  • Ensure installation teams have current drawings, connection details, and technical support before mobilizing.
  • Monitor site progress and coordinate field RFIs and drawing revisions during erection.
  • Ensure installation activities comply with site safety, fall protection, and provincial regulations.
  • Oversee post-installation quality reviews and ensure deficiencies are resolved.


Startup & Systems Building:

  • Build estimating, coordination, change management, and logistics processes from the ground up.
  • Develop templates, workflows, and tools that will scale with the business.
  • Document SOPs to support team onboarding and operational consistency.
  • Advise the President on team structure and hiring priorities as volume grows.


Safety & Compliance:

  • Ensure all team members and contractors comply with York Precast safety standards and applicable regulations.
  • Support COR, CPCQA, and other certification programs.
  • Review incident reports and ensure corrective actions are implemented.


People Leadership & Team Development:

  • Lead a team initially combining internal staff and third-party providers across technical, coordination, and field functions.
  • Build internal capacity over time, replacing or supplementing third-party support as volume grows.
  • Set expectations, hold the team accountable, and support professional development.
  • Partner with the President and People & Culture on hiring, onboarding, and performance management.


Qualifications

  • 8+ years in precast or structural concrete, or construction — across estimating, project management, technical coordination, and field operations.
  • Degree or diploma in Construction Management, Engineering Technology, or a related field is an asset; equivalent industry experience accepted.
  • Demonstrated estimating experience: bid strategy, pricing, proposals, and post-award cost tracking.
  • Experience with contract administration, change order management, and project risk management.
  • Ability to read structural engineering drawings, shop drawings, and precast production specs.
  • Experience managing engineering consultants, installation crews, and trade contractors.
  • Understanding of precast logistics, transportation planning, and site installation.
  • Proven ability to build systems and processes in a startup or growth-stage environment.
  • Knowledge of COR or CPCQA certification programs.
  • Valid Alberta Class 5 Driver's License; ability to travel to project sites.


Preferred Assets

  • End-to-end precast experience from estimating through panel erection.
  • Familiarity with Revit, CAD, or similar drafting platforms.
  • Experience with project management, estimating, or ERP software.
  • Knowledge of Alberta oversize/overweight transport permitting.
  • Rigging, hoisting, or dangerous goods transportation certification.
  • Standard First Aid Certification.
