Achievement Centers for Children is seeking an experienced and collaborative Human Resources professional to serve as our Senior Manager, Human Resources & Employee Relations.
Reporting to the Chief Human ResourcesOfficer, this position serves as the lead Human Resources operations partner for the organization and is responsible for overseeing employee relations, payroll administration, benefits administration, compliance, policy governance, performance management support, employee engagement, and HR operations.
The Senior Manager will partner closely with leaders across the organization to support a positive workplace culture, ensure compliance with employment laws and regulatory requirements, address employee relations matters, and deliver exceptional HR service to employees and managers. This position directly supervises the Human Resources Coordinator and plays a key role in developing and improving HR processes, systems, and service delivery standards.
The ideal candidate is a hands-on HR professional who thrives in a mission-driven environment, possesses strong employee relations expertise, and is passionate about creating positive employee experiences while supporting organizational effectiveness.
Responsibilities
~1 min read- Oversee daily Human Resources operations and employee support services.
- Ensure accurate and timely administration of HR programs, policies, and procedures.
- Develop and maintain HR processes, SOPs, workflows, and service standards.
- Monitor HR metrics and workforce data to support informed decision-making.
- Identify opportunities to improve efficiency, compliance, and employee experience.

- Coach leaders on policy interpretation, employee relations matters, corrective action, and performance management.

- Maintain compliance with federal, state, and local employment laws and regulations.
- Support compliance requirements related to DODD, ODJFS, ODE, Medicaid-funded services, and other applicable agencies.
- Recommend policy updates and support implementation of HR programs and initiatives.
- Maintain accurate employee records, documentation, and audit readiness.
- Assist with regulatory reporting, audits, and compliance reviews.
- Partner with leaders to address performance concerns and support employee development.
- Assist with annual and mid-year performance review processes.
- Promote consistent performance expectations and accountability practices.
- Support workforce planning, retention efforts, and employee development initiatives.
- Supervise and coach the Human Resources personnel.
- Provide guidance, training, and support to ensure consistent service delivery.
- Foster a collaborative, responsive, and customer-focused HR team environment.
- Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or a related field required.
- Five to eight years of progressive Human Resources experience.
- Experience in employee relations, workplace investigations, payroll administration, benefits administration, and performance management.
- Minimum three years of payroll processing experience.
- Experience developing HR policies, procedures, and process improvements.
- Previous experience supervising, coaching, or mentoring staff preferred.
- Experience in nonprofit, healthcare, education, behavioral health, or social services organizations preferred.
Nice to Have
~1 min read- SHRM-CP, SHRM-SCP, PHR, or comparable certification preferred.
- Experience with Paylocity or comparable HRIS, payroll, and timekeeping systems.
- Strong Microsoft Excel, Word, and PowerPoint skills.
- Ability to create reports, dashboards, and process documentation.
- Strong employee relations and conflict-resolution skills.
- Excellent judgment, discretion, and confidentiality.
- Strong communication and relationship-building abilities.
- Ability to manage multiple priorities and deadlines.
- Commitment to customer service and continuous improvement.
- Ability to influence and coach leaders across all levels of the organization.
