Reporting to the Ministry of the Attorney General, the AGCO is responsible for regulating Ontario’s vibrant alcohol, gaming, horse racing, and private retail cannabis sectors in accordance with the principles of honesty and integrity, and in the public interest.   The Strategic Planning, Prioritization, and Corporate Performance Branch is seeking a highly skilled and experienced Senior Advisor, Strategic Planning to provide strategic leadership in the development, implementation, and continuous improvement of AGCO's strategic planning, corporate performance, and integrated business planning frameworks. This role plays a critical part in advancing the organization's strategic priorities by leading strategic planning, strategic foresight, organizational performance measurement, corporate reporting, enterprise prioritization, and strategic initiatives.   Working closely with executive leadership, cross-functional teams, and stakeholders across the organization, the successful candidate will provide strategic advice, performance insights, risk-based analysis, and evidence-informed recommendations that support executive decision-making, organizational resilience, accountability, and the achievement of AGCO's long-term strategic objectives.   We are seeking a highly collaborative and relationship-oriented professional who combines strong strategic planning, strategic foresight, organizational performance, and analytical expertise with exceptional communication and stakeholder engagement skills. The ideal candidate will excel at leveraging data, performance insights, emerging trends, and risk intelligence to inform decision-making, build partnerships, facilitate consensus, and support the development and execution of strategic priorities. They will be adept at navigating complex challenges, fostering alignment across diverse stakeholder groups, and delivering evidence-based solutions that advance AGCO's strategic vision, organizational performance, and long-term objectives.   What You Will Do: Strategic Planning Lead AGCO’s enterprise and divisional strategic planning by designing, implementing, and continuously enhancing integrated planning frameworks, methodologies, governance processes, planning cycles, and tools that connect long-term strategic direction to annual priorities, initiatives, resources, performance measures, and measurable outcomes. Design, facilitate, and advise senior leadership and cross-functional teams through strategic planning sessions that clarify priorities, objectives, implementation roadmaps, milestones, risks, dependencies, trade-offs, and decision points; monitor progress against strategic objectives, assess performance, risks, opportunities, and changing business conditions, and provide evidence-based advice, course corrections, contingency strategies, and planning adjustments to maintain alignment and support achievement of organizational outcomes. Strategic Foresight Lead the development and maturity of AGCO’s enterprise strategic foresight capability by embedding future-focused thinking into strategic planning, enterprise prioritization, strategic risk management, and executive decision-making; provide strategic intelligence by identifying emerging trends, uncertainties, opportunities, risks, disruptions, and implications for corporate priorities, regulatory approaches, organizational capabilities, and long-term direction. Establish and lead enterprise strategic issues management, monitoring, and executive foresight activities—including scenario planning and strategic discussions—to proactively identify, assess, monitor, and escalate emerging issues, challenge assumptions, explore plausible futures, evaluate strategic options, inform annual strategic planning and enterprise priority setting, and provide recommendations that strengthen organizational resilience, adaptability, and long-term success. Strategic Prioritization & Enterprise Initiatives Support AGCO's enterprise prioritization process by developing frameworks, methodologies, and decision-support tools that assess and align initiatives, activities, and organizational efforts with corporate priorities, strategic objectives, goals, and future business needs. Provide strategic analysis and recommendations by evaluating alignment, risks, dependencies, organizational capacity, implementation considerations, and potential impacts to enable transparent, evidence-based decision-making. Monitor the progress of strategic initiatives, identify emerging risks and opportunities, and deliver insights that strengthen execution and achievement of corporate priorities. Divisional Business Planning Lead AGCO’s integrated divisional business planning process by establishing planning frameworks, governance, and guidance that translate enterprise strategy, strategic foresight insights, and corporate priorities into aligned divisional plans, measurable outcomes, and implementation roadmaps. Partner with divisional leadership to ensure plans are strategically aligned and integrated across the organization, considering enterprise priorities, resource requirements, risks, dependencies, and performance expectations. Monitor execution and organizational progress, provide strategic oversight and reporting, identify emerging issues and opportunities, and recommend adjustments that strengthen accountability, alignment, and delivery of strategic outcomes.   Strategy Implementation & Organizational Enablement Drive the successful implementation and adoption of enterprise strategy management practices by developing implementation approaches, tools, guidance, and organizational enablement strategies that help leaders and teams translate strategic priorities into action. Partner with stakeholders across AGCO to build organizational capability, embed planning and performance management practices, address implementation barriers, and strengthen sustainable ways of working. Monitor adoption, gather feedback, and recommend enhancements that improve organizational readiness, alignment, and execution of strategic objectives. Enterprise Performance Management Lead AGCO’s enterprise performance management function by establishing performance measurement, governance, reporting, and evaluation frameworks; developing and monitoring KPIs and benchmarks; analyzing organizational performance trends, risks, and opportunities; and providing strategic insights and recommendations that support executive decision-making, continuous improvement, organizational resilience, and achievement of enterprise objectives. Corporate Planning & Reporting Lead AGCO’s corporate planning and reporting function by overseeing the development of the multi-year Business Plan, Annual Report, and other accountability products; coordinating enterprise-wide planning and reporting processes; ensuring alignment with strategic priorities, organizational performance, and legislative requirements; and delivering high-quality, evidence-based reporting that supports executive and Board decision-making, accountability, transparency, and organizational effectiveness. Executive Governance & Decision Support Lead executive governance and decision-support activities by developing Board- and executive-level briefings, presentations, and strategic materials; synthesizing insights from enterprise planning, performance, risk, foresight, and initiative delivery; and providing timely, actionable recommendations that support informed decision-making, organizational alignment, accountability, and effective leadership. Strategic Relationship Management & Facilitation Build and manage strategic relationships across internal and external stakeholders; facilitate executive and cross-functional planning discussions, workshops, and decision forums; and translate insights into strategic priorities, options, and coordinated actions that support informed decision-making, organizational alignment, and achievement of enterprise objectives.   You Have:   A degree in Public Policy, Political Science, Law, Economics, Business Administration, Strategic Management, Public Administration, or a related field, or an equivalent combination of education and experience. 5-8+ years of experience in strategic planning, corporate planning, organizational performance, policy analysis, program evaluation, or related areas. Proven ability to develop and implement strategic planning, governance, and performance management frameworks that drive measurable outcomes. Experience applying strategic foresight techniques, including environmental scanning, trend analysis, scenario planning, and emerging issues assessment. Strong background in enterprise prioritization and executive decision support, including evaluating strategic alignment, risks, dependencies, and organizational capacity. Excellent analytical, research, and evaluation skills, with the ability to translate complex information into actionable recommendations. Experience designing performance measurement frameworks, KPIs, reporting processes, and evaluation systems that support accountability and continuous improvement. Demonstrated ability to integrate strategy, performance insights, risk management, and environmental intelligence to inform organizational decision-making. Strong stakeholder engagement, facilitation, relationship management, and influence skills, with experience leading executive discussions and managing competing priorities. Knowledge of public sector governance and regulatory environments, supported by exceptional communication skills and proficiency with Microsoft Office, Power BI, Tableau, and related analytics tools. Eligibility to work in Canada and the ability to successfully complete a criminal background check.
