Are you a strategic and technically skilled leader with expertise in wholesale metering, regulatory compliance, and customer-focused service delivery?
Reporting to the Director, Metering Services, the Manager, Wholesale Metering is responsible for the overall leadership and management of the Wholesale Metering function. This role oversees regulatory compliance, customer and client relationships, business development initiatives, operational performance, and the delivery of high-quality wholesale metering services. The Manager is accountable for ensuring compliance with industry regulations, supporting business growth, leading technical operations, and developing a high-performing team while maintaining a strong focus on safety, customer service, and continuous improvement.
What you’ll do
Technical Leadership & Metering Operations
Provide technical leadership and direction related to metering systems, metering technologies, and industry best practices.
Design, plan, and implement operational improvements focused on productivity, efficiency, cost optimization, and enhanced customer service.
Review, recommend, and oversee metering software, communications systems, and meter reading technologies.
Prepare and review technical documentation, including electrical drawings, cabling designs, and work schedules.
Maintain all required Independent Electricity System Operator (IESO) documentation and databases associated with registered wholesale metering points.
Approve and stamp technical drawings requiring Professional Engineer (P.Eng.) authorization.
Manage IESO site maintenance activities, audit requirements, and Meter Trouble Report (MTR) investigations and resolutions.
Coordinate IESO registration activities and provide technical expertise throughout the registration process.
Provide metering and technical support related to power quality and operational issues.
Business Growth & Strategic Leadership
Contribute to Accredited Meter Service Provider (MSP) and Accredited Meter Verifier product development strategies and business plans.
Identify and pursue opportunities to grow the metering services business through new contracts, client relationships, and acquisition opportunities.
Lead responses to Requests for Proposals (RFPs), including pricing strategies, proposal development, contract negotiations, and client agreement management.
Support the development of annual business plans, budgets, forecasts, and resource plans.
Manage departmental budgets and exercise signing authority in accordance with corporate policies.
Oversee the organization's wholesale metering and meter service obligations.
Regulatory Compliance & Risk Management
Ensure compliance with all applicable IESO Market Rules, Measurement Canada requirements, and other regulatory obligations related to metering.
Ensure compliance with customer and client contractual commitments.
Maintain accreditation and compliance requirements associated with Meter Market Participant obligations.
Plan and oversee meter reverification and seal extension programs as required.
Lead interval metering and large customer metering programs.
Maintain effective document control and record management processes.
Monitor regulatory developments and implement required changes to policies, procedures, and operational practices.
Stakeholder & Customer Relationship Management
Build and maintain strong relationships with internal and external stakeholders, representing all aspects of wholesale metering services and related programs.
Collaborate with customers, clients, regulators, and industry partners to address metering, billing, and service-related matters.
Represent the organization at IESO, Measurement Canada, and industry committee meetings.
Act as a trusted advisor on metering services, customer connections, and value-added solutions.
People Leadership & Resource Management
Provide leadership, coaching, mentorship, and performance management to support employee engagement and development.
Lead workforce planning activities to ensure the department has the resources and capabilities required to meet business objectives.
Manage departmental projects and strategic initiatives to ensure delivery within established timelines, quality standards, and budgets.
Identify, recommend, and implement process improvements, policies, and procedures that enhance operational effectiveness.
Participate in recruitment, selection, succession planning, and talent development activities.
Support employee growth through training opportunities, technical guidance, performance feedback, recognition, and corrective action when required.
Health, Safety & Environmental Leadership
Promote and maintain a strong safety culture across the department.
Ensure compliance with all applicable health, safety, environmental, and regulatory requirements.
Provide leadership and guidance to support safe work practices and continuous safety improvement.

Who you are
Education & Technical Knowledge
Bachelor's degree in Electrical Engineering or an equivalent combination of education and experience.
Professional Engineer (P.Eng.) designation and membership in good standing with the Professional Engineers Ontario (PEO).
Strong knowledge of regulatory and industry requirements, including:
Ontario Energy Board (OEB) Rules and Regulations
Independent Electricity System Operator (IESO) Market Rules
Measurement Canada requirements
Occupational Health and Safety Act (OHSA)
Electrical Utility Safety Association (EUSA) Rules
WHMIS
PIPEDA
Thorough understanding of electrical metering systems, electrical distribution systems, protection standards, and applicable safety codes.
Knowledge of applicable technical standards, including CSA, CEA, and Ontario Regulation 22/04.
Proficiency with Microsoft Office applications and technical software, including Word, Excel, AutoCAD, Access, MS Project, and Visio.
Knowledge of relevant environmental legislation.
Experience
Minimum of 5 years of progressive leadership experience in a supervisory or management capacity.
Experience within a utility environment is required.
Experience in a unionized environment is considered an asset.
Experience supporting business development, customer relationship management, and contract administration is considered an asset.

Experience working with developers, consultants, and external representatives is considered an asset.
Valid Class G driver's licence with a satisfactory driving record.
Compensation
At Alectra, Compensation for non-union positions is determined within a defined salary range for each role. Placement within the salary range depends on several factors, including qualifications, relevant experience, and alignment with the role’s requirements.
