The Office of Financial Services organization, which is composed of the Funds Management Division (FMD), the Financial Evaluation Division (FED), and the Data Integrity and Financial Division, ensures the effective management and financial integrity of DOE programs, activities, and resources.  These Divisions implement and monitor Department-wide policies and systems in the areas of budget administration, program analysis and evaluation, internal controls, and strategic planning.  In addition, through FED’s Grant and Contract Analysis Team, Financial Services provides financial pricing support to contracting officers in the awarding, administration, and closeout of contracts and financial assistance instruments.

  • Planning and Budget Fund Support – Provides total allotment, obligation, and cost control funds for all contract actions.
  • Ensures STARS reflects the total cumulative obligations for the operations office.
  • Reviews and analyzes a control table for tracking and verifying all M&O contract modifications.
  • Reviews and analyses detail backup schedules in support of the financial plans for use by contractors. Review the financial plan to verify accuracy.
  • Create STRIPES requisition for all Oak Ridge and SC site offices’ M&O contracts. Works with each contracting officer to ensure timely processing/issuance of the related modifications in STRIPES to meet the monthly cutoffs schedule.
  • Performs staff reviews of contract modifications and resolves discrepancies. Verifies the accuracy of the total obligations clause in the contract and ensures funds have been certified.
  • Responsible for processing all contract closeout letters, including the related STARS entries.
  • Gathers financial information from various STARS reports, budget documents, etc., and prepares recurring and special summary reports for other budget analysts, program analysts, and management for further analysis. Provides STRIPES support to the Funds Management Division and program staff regarding procurement request processing input.
  • Serves as the primary FMD contact for resolving invalid or missing Business Partner Network (BPN)/Treasury Account Symbol (TAS) codes associated with Work for Others (WFO) values. Valid BPN and AS values are a Departmental requirement when establishing a new WFO value in STARS.
  • Ensures data accuracy in the EMTRAX planning tool. This includes obligation and contract modification information.
  • Creates STRIPES requisitions for CSC and OSO Reservation Management.
  • Track utility accounts for the CSC and OSO Reservation Management group.

  • BA/BS degree in finance or a related field preferred
  • Minimum of 2 years of experience is preferred
  • Microsoft Office and Adobe application proficiency
  • Experience working in support of finance activities using Government budgetary methods, practices, procedures, regulations, policies, processes, and tools
  • Ability to make oral presentations on aspects of the research budget
  • Experience with Government reimbursable funding processes
  • Experience with automated data processing software described above
  • Attention to detail and ability to work independently
  • Exceptional interpersonal and teambuilding skills
  • Ability to adapt and excel in a fast-paced government organization
