Communications Expert – Energy Compact, Madagascar

High-Level Overview 

This project supports the strategic oversight and acceleration of a national energy transition initiative aligned with the Mission 300 program, implemented through the government ministry responsible for energy and hydrocarbons. The initiative aims to expand access to clean and renewable energy and promote clean cooking solutions, while ensuring that energy infrastructure projects and sector reforms progress in line with national commitments. 

To strengthen delivery, dedicated Compact Delivery and Monitoring Units (CDMUs) are being established across government institutions. Within this framework, the client is seeking a Communication Expert to support the Compact Delivery and Monitoring Unit within the Ministry of Energy and Hydrocarbons (CDMU-MEH). The role will focus on structuring, documenting, and disseminating the results of the National Energy Compact under the Mission 300 initiative. 

The Expert will ensure that communication strategies and technical outputs are clear, consistent, and accessible to a wide range of stakeholders, including government institutions, development partners, private sector actors, and civil society. The role will also support consultation and visibility processes linked to Compact delivery, strengthening proactive reporting and ensuring that reforms and implementation progress are communicated in line with institutional and partner standards.
