Key Responsibilities 1) Project Leadership and Execution Oversight Lead, coordinate, and supervise the end-to-end execution of the company’s EPC and turnkey projects. Ensure projects are delivered in accordance with agreed schedules, quality standards, budget targets, and technical specifications committed to clients. Align and coordinate all relevant functions involved in project implementation, including design, procurement, construction, project management, commissioning, and related support teams, to ensure seamless execution. Monitor project progress closely, identify implementation issues in a timely manner, and direct appropriate corrective actions to keep delivery on track. 2) Portfolio Management and Performance Control Oversee the overall portfolio of active projects across the company. Control and evaluate key project performance indicators, including cost, schedule, productivity, risk exposure, and profitability. Establish and maintain project governance and management reporting systems for executive leadership and the Board of Directors. Recommend and implement solutions to improve project performance, strengthen governance, and optimize execution costs. 3) Technical and Technology Management for Energy Projects Direct technical activities related to engineering design, technology selection, and construction solutions for energy sector projects. Coordinate with technology partners, equipment suppliers, and technical consultants from both domestic and international markets. Ensure technical solutions meet environmental, safety, and operational efficiency requirements, particularly for waste-to-energy and other complex energy infrastructure projects. Participate in the review, validation, and approval of major technical proposals and project engineering decisions. 4) Contractor, Partner, and Supply Chain Management Oversee the selection, assessment, and management of subcontractors, equipment suppliers, and service providers. Participate in the negotiation of major contracts relating to EPC delivery, technology packages, construction, and critical procurement scopes. Ensure contractors and partners perform in accordance with contractual obligations, technical requirements, and project schedules. 5) Risk, Safety, and Compliance Management Direct the development and implementation of project management systems covering occupational safety, environmental protection, and quality assurance. Supervise compliance with applicable laws, technical regulations, industry standards, and requirements from regulatory authorities. Lead the identification, assessment, and management of key project risks throughout the execution lifecycle. 6) Support for Business Development and Tendering Contribute to the technical feasibility review and execution planning of prospective projects. Support the business development function in preparing tender submissions, technical proposals, and preliminary project implementation plans. Participate in discussions with clients, strategic partners, and financial institutions when required to support project origination and commercial development. 7) Team Leadership and Capability Building Build, lead, and develop project management, engineering, and operations teams to support current and future business needs. Establish performance management systems and operational accountability across reporting departments. Strengthen technical, managerial, and execution capabilities of project personnel through coaching, development, and organizational improvement initiatives. 8) External Relations and Stakeholder Management Represent the company in engagements with clients, technology partners, main contractors, subcontractors, and other relevant stakeholders throughout project delivery. Build and maintain effective relationships with government agencies, local authorities, and institutions connected to energy project implementation. Lead negotiations, coordination, and resolution of critical issues with external parties to protect project progress and execution outcomes. Work closely with the executive leadership team to reinforce the company’s reputation, credibility, and professional standing across projects and within the energy sector. Support the handling of external matters that may arise during project implementation, particularly those involving community relations, environmental concerns, and local authorities in waste-to-energy or similar infrastructure Requirements Education Bachelor’s degree or higher in Civil Engineering, Energy Engineering, Electrical Engineering, Mechanical Engineering, or another relevant technical discipline. Postgraduate qualifications or professional certifications in project management, construction management, EPC management, or related areas are preferred. Experience Proven leadership and management experience in construction, EPC contracting, or energy project development. Solid track record in leading or managing large-scale construction, industrial, or energy infrastructure projects. Hands-on experience working with project owners, contractors, technology partners, and relevant regulatory bodies. Skills and Competencies Strong leadership capability with the ability to organize, direct, and coordinate complex project execution activities. Demonstrated expertise in managing schedule, cost, quality, and risk throughout the project lifecycle. Strong negotiation, communication, and stakeholder management skills across internal and external parties. Strategic mindset with sound decision-making ability and effective problem-solving skills in demanding project environments. Ability to operate effectively in a high-responsibility leadership role requiring both operational discipline and cross-functional influence.
