The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Policy Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Conducts state rules and federal research, reviewing and editing policies, procedures, standard work and Manuals. Provides technical assistance to SORS Executive Leaders and other supervisory staff involved in the preparation of proposed policy related documents including researching for accuracy, editing, phrasing, flow and readability. Trains staff on how to craft policy related documents.
• Oversees internal projects that impact policies and procedures. Creates and maintains Knowledge Checks/In-Services. Maintains the SORS Google Site and historical policy documents. Prepares all documents for posting on site.
• Tracks all policy related work including document requests during surveys with DHS. This position serves as the single point of contact between SORS and the DDD Policy Team regarding public comment requirements.
• Communicates (verbally during area meetings and via email) to all SORS staff when new and revised policy related documents are published to the site or retired. Facilitates monthly PRT meetings and annual document reviews.
• Provides leadership, mentoring, coaching, counseling, direct and indirect supervision of staff & team members. Directs and trains direct staff in all aspects of managing SORS policy related documents.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Division of Developmental Disabilities and its purpose, program and services, functional areas, and policies and processes.
• CMS, DHS, AHCCCS Medicaid ALTCS programs, services, policies, and processes.
• Contemporary program values, models, and technology for the care, treatment, and training of persons with Developmental Disabilities in residential settings.
• Interdisciplinary and team approach to plan development and service delivery meeting ICF/IID active treatment requirements.
• Principles of policy and procedure writing.
• Arizona Management System principles.
Skills In:
• Writing and editing highly technical material; research and comprehension of regulatory requirements; communicating complex issues, both verbally and in writing, in a clear and concise manner; effective project management, interpersonal skills.
• Leadership of varied size workgroups, and public speaking.
• Interviewing techniques to obtain information in a direct but non-threatening manner.
• Problem solving to recognize potential conflicts and the appropriate course of action to respond to conflicts.
• Providing and receiving feedback and making recommendations.
• Using various computer software applications, (e.g., Microsoft Outlook, Word, Excel, PowerPoint, etc.) and internal database systems (e.g., IMS, FOCUS, etc.).
Ability to:
• Analyze, reason logically, and use independent judgment; facilitate meetings; identify high priority issues; organize and present complex information in an understandable format.
• Ability to work and make independent decisions based on findings.
• Prioritize and meet time lines and assist with timely projects, reports, memos, etc.
• Screen and route correspondence and request follow up and learn, interpret and apply Department procedures needed to perform discretionary tasks.
• Communicate one-on-one and in a group.
• Combine the content, perspectives and techniques associated with the various elements to achieve specific monitoring/investigation unit goals.

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-201.11).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
