Job Summary:

The Arizona State Demographer is responsible for the development and dissemination of the official State of Arizona demographic estimates and projections. The primary responsibilities conducted directly or through delegation to assigned staff, include the collection and maintenance of appropriate data, the development and maintenance of demographic methodologies and models, distribution and explanation of demographic estimates and projections to various public and private users, and administration and management of the population work unit. The State Demographer coordinates peer technical and/or policy groups associated with these identified responsibilities.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

• Preparation, appropriate review, and delivery of the official annual population estimates for the State of Arizona, counties, cities, towns, and the unincorporated area of each county. The development of these estimates and projections will be conducted in accordance with state statutes, Governor's Executive Orders, inter-agency agreements, and other rules and guidance.
• Preparation, appropriate review, and delivery of official regular population projections for the State of Arizona, counties, cities, towns, and the unincorporated area of each county. These projections will include total population and other subgroups as desired and appropriate.
• Direction and management of assigned staff, including: staff training, assignment of duties and responsibilities, and ensuring the quality and timeliness of resulting work outcomes and projects.
• Collaboration with regional and local agencies to encourage cooperative improvements in data development and sharing, methods, and review of demographic estimates and projections at the state, regional, and local level. The State demographer will strive to be a positive resource for councils of governments and cities and towns in their efforts to ensure accurate and reliable demographic information.
• Development and maintenance of working relationships with federal, state, regional, and local agencies, community and economic development organizations, and universities and community colleges. Active participation in the Federal-State Cooperative for Population Estimates (FSCPE), Federal-State Cooperative for Population Projections (FSCPP), and the Census Bureau's State Data Center (SDC) program. Maintain direct relationships with other state demographers.
• Development and oversight of all procedures, models, and processes related to the production of estimates and projections of demographic information.
• Coordination of the Council for Technical Solutions (CTS) and technical and/or policy groups associated with the development and review of demographic estimates or projections.
• Completion and oversight of all subject or special reports focusing on current or changing demographic conditions or factors affecting Arizona's growth and development.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

• Apply demographic techniques, models and process in one or more state, regional or large local communities;
• Current state of the practice and emerging state of the art methodological approaches and literature in demographic estimation and projections/forecasting;
• Estimation and forecasting of migration and international migration;
• Appropriate computer software applications for: databases, statistical analysis, geographic information systems, spreadsheets, word processing, and presentation.

Skills in:

• Communication (both written and orally), technical information and findings with various audiences, with particular focus on non-expert audiences.

Ability to:

• Develop and maintain relationships with peers, analysts and data stewards in other organizations and agencies (such as municipal and county agencies, Indian nations, and regional organization, university research centers, and other state agencies, and federal departments);
• Meet deadlines for non-routine, challenging work assignments and projects;
• Develop and provide technical training to peer and non-technical audiences;
• Develop effective work teams.

Selective Preference(s):

• A person minimally qualified for this position would possess a Ph.D. in an appropriate discipline with three years experience, or a combination of a Masters degree with additional experience. (The substitution rate would normally be two years of relevant experience for each year of advanced graduate study.)
