Site Safety and Health Officer

Job Purpose
The Site Safety and Health Officer (SSHO) is responsible for implementing and enforcing the the Safety and Occupational Health program across all Fire Protection System Maintenance and Repair Services performed at Joint Base Pearl Harbor-Hickam (JBPHH), Marine Corps Base Hawaii (MCBH), and outlying areas. This position ensures that all contract work is executed in accordance with established quality standards, applicable safety regulations, and contractual requirements.
The SSHO works in close coordination with the Project Manager and field personnel to maintain a safe, compliant, and high-quality work environment throughout the period of performance.
Duties and Responsibilities
- Prepare and enforce a site-specific Accident Prevention Plan (APP), including Activity Hazard Analyses (AHAs); submit for Government acceptance prior to work commencement and update as conditions change.
- Conduct regular site safety inspections, toolbox talks, and safety briefings; document findings and corrective actions.
- Ensure all personnel have completed required safety training; maintain current training records.
- Enforce PPE usage and HAZCOM compliance across all work areas.
- Respond to Government-identified safety deficiencies; maintain all required safety documentation and submit reports per contract requirements.
- Ensure HAZMAT/HAZWASTE area workers are properly trained or credentialed; oversee CFC/HCFC compliance.
- Report all accidents, mishaps, and near-misses within appropriate timeframes, as outlined in the contract.
- Administer a lockout/tagout program and manage contractor spill prevention and reporting per applicable regulations.
General
- Maintain centrally located on-site presence during Government regular working hours (0700–1600, M–F, excluding Federal holidays); available within two (2) hours after hours.
- Perform other duties as assigned.
Required Skills and Qualifications
- Five (5) years of satisfactory experience preparing and enforcing safety programs on contracts of similar size and complexity; OR three (3) years with a Certified Safety Professional (CSP) credential or safety and health degree.
- Completed OSHA 30-Hour Construction Safety course (or equivalent); maintains competency through 24 hours of formal safety coursework every four (4) years.
Technical Knowledge
- Working knowledge of EM 385-1-1, OSHA 29 CFR 1926, 29 CFR 1926.16, 29 CFR 1910.147 (lockout/tagout), and applicable NAVFAC safety standards.
- Familiarity with NFPA fire protection codes and safety provisions (NFPA 1, 10, 13, 72, and related standards).
- Knowledge of HAZCOM/GHS, PPE requirements, and confined space entry procedures.
- Understanding of QMS frameworks and Government contractor quality standards.
- Proficiency with Microsoft Office Suite; ability to maintain electronic safety logs, inspection records, and QC documentation.
Preferred Skills and Qualifications
- Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or Safety Management Specialist (SMS) designation.
- Prior experience on military or federal installation contracts, particularly in Hawaii or the Pacific region.
- Familiarity with NAVFAC contract administration, Government QA/QC processes, and fire protection system safety considerations.
- Strong communication, documentation, and organizational skills; bilingual or multicultural communication skills a plus.
Regulatory & Compliance Requirements
- Valid driver’s license required.
- US. citizens or naturalized U.S. citizens only.
