ASRC Federal Technology Solutions, LLC is seeking a cleared Construction Site Technician (CST) to support our contract in El Paso, TX. The selected candidate's responsibilities will include the following:
Conduct risk assessments as directed by the SSO/AO.
Report all variations and deviations to ICD/ICS 705 (series) to the SSM.
Conduct security inspections to ensure compliance with the CSP.
Document security violations or deviations specific to the CSP and immediately notify SSM.
Ensure access control policies and procedures are implemented.
Maintain access roster of all uncleared personnel accessing the project site and include this list in the final SCIF accreditation package.
Recommend and implement approved policies and procedures to deter, detect and prevent unauthorized access to the project site.
Maintain all CST staff documentation records for the duration of the project.
Coordinate with SSM and the Construction Contractors schedule to ensure compliance with security and project site requirements.
Assist the SSM with the development of Standard Operating Procedures (SOPs) for the SSM staff to perform their duties IAW the CSP, SSO/AO direction and ICD 705 (series).
Conduct inspections using SSM approved documents and procedures for inspecting materials, finished and unfished construction work, tools, equipment, personnel, and personal items such as bags, lunch boxes and associated items.
Assist the SSM with developing the Fixed Facility Checklist (FFC) and TEMPEST Checklist and compile required documentation (floor plans, certifications, details, etc.).
Observe and report on Sound Transmission Class and IEEE-299 testing.
Perform other tasks as they arise that the CSTs are qualified to perform and are reasonably related to the general framework of CST tasks.
Requirements:
Must have an active and current United States Government (USG) Top Secret (TS)/ Sensitive Compartmented Information (SCI) TS/SCI security clearance.
Be a United States citizen.
Must have a minimum of three (3) years of documented Secure Area construction security experience.
Must have a minimum of one (1) year of documented Secure Area construction security surveillance experience.
Must have documented direct experience working as an CST on ICD/ICS 705 construction security projects.
Must be familiar with sixteen (16) standard divisions of construction and must have knowledge of technical listening devices commonly by foreign intelligence services.
Must provide proof of successful completion of forty (40) hours or greater of CST formal training with documented proof of training by course transcripts or completion certificate.
Must have an expert understanding of ICD/ICS 705(series) as demonstrated by experience working on at least two (2) separate ICD-705 projects.
