Senior Army Aviation Military Analyst – UH60/CH47 EXEMPTIONS: Salary, Exempt PROGRAM: AVTID Aviation Transformation Integration Directorate and Transformation and Lesson Learned -Aviation Brigade (TLLM-AB) Support                                              LOCATION: Onsite, Fort Rucker (Rucker), Alabama 36362 JOB DESCRIPTION:   This non-personal services contract provides professional support services at Fort Rucker, Alabama. This contract directly supports the AVTID Aviation Transformation Integration Directorate and Transformation and Lesson Learned -Aviation Brigade (TLLM-AB). This effort enables the integration and synchronization of Army Aviation modernization for the enduring and future force, while preparing the force to field emerging capabilities. Contract personnel assist in executing Doctrine, Organization, Training, materiel, Leader Development, Personnel, Facilities, and Policy (DOTmLPF-P) initiatives. These efforts align with overarching directives from the Commanding Generals of AVCOE, the Transformation and Training Command (T2COM), and Headquarters Department of the Army (HQDA). Primary focus areas include Cargo and Utility rotary/vertical lift aircraft, requirements development, and the integration of Training Aids, Devices, Simulators, and Simulations (TADSS). The position also requires coordinating the integration of Aviation Survivability Equipment on Army aircraft and analyzing Electromagnetic and Cyber impacts on aviation systems.          JOB DUTIES: Develop Operational Methodologies: Support Warfighter Functions by capturing capabilities into materiel and non-materiel requirements documentation and work statements to reduce acquisition time, costs, and technical risks. Analyze and Assess Capabilities: Document military needs accurately according to the Joint Force Requirements Process. Draft Joint/Urgent Operational Needs Statements (JUONS) and apply non-standard methodologies to rapidly deliver necessary Army capabilities. Conduct comprehensive assessments across the full capability lifecycle, including mission needs, capability gaps, and solution options. This involves applying structured analytical methods—such as capability-based assessments, cost-benefit evaluations, and alternative analyses—to inform decision-making and guide future capability development. Develop and refine operational and technical architecture by evaluating mission requirements, system interactions, and communication needs, and supporting experimentation and standardized framework development. Recommend Resource Prioritization: Prepare analyses and studies for the Program Objective Memorandum (POM) Build, Force Design Updates (FDU), Total Army Analysis (TAA), Weapon Systems Reviews (WSR), and Programs of Instruction (POI). Execute TADSS Integration: Analyze, coordinate, and provide technical inputs to upgrade, deploy, test, and evaluate TADSS and associated Aviation systems for institutional and operational force training. Produce Independent Deliverables: Work independently based on broad senior-level guidance to produce completed white papers, concept papers, requirements documents, and operational views. Review and edit all products to ensure graduate-level writing prior to Government delivery. REQUIRED EDUCATION and TRAINING: Professional Military Education (PME): Command and General Staff College / Intermediate-Level Education (CGSC/ILE) or Warrant Officer Senior Staff Course (WOILE) graduate. Warfighting Acquisition University (WARU) or equivalent courses: Capability Development (RQM 1010 / CLR 101) Requirements Management (RQM 1101 / RQM 110) Capabilities Based Assessment (RQM 2500 / CLR 250) Developing Performance Attributes/KPPs (RQM 2520 / CLR 252) Market Research (CON 0040 / CLC 004) Analysis of Alternatives (RQM 1510 / CLR 151) REQUIRED QUALIFICATIONS and EXPERIENCE: Active Secret Security Clearance Senior or Master rated Army Aviator with a minimum of twelve (12) years of documented Army Aviation flight and combat operations experience within the UH-60 or CH-47. Fleet Knowledge: Thorough understanding of the Army’s utility‑cargo fleet and its operational limitations. Capability Development: A minimum of three (3) years of direct experience in capability development. Instructional Expertise: Experience serving as a Standardization Instructor Pilot (SIP) or Instructor Pilot (IP) in currently fielded Army Aviation utility or cargo helicopter formations. Operational Analysis: Demonstrated ability to perform detailed operational analysis of Army Aviation aircraft employment. DESIRED and PREFERRED QUALIFICATIONS Tactical Staff & Combat Leadership: Apply direct operational experience from combat environments within utility and/or cargo mission sets. Includes conducting tactical planning, training, and execution at the Battalion level or higher, and managing or serving on staff for large organizations (400+ personnel). Technical Aviation & Analytical Expertise: Serve as a Maintenance Test Pilot (MTP), Examiner (ME), or Aviation Mission Survivability Officer (AMSO) for utility and/or cargo aircraft, utilizing this background to deliver detailed tactical employment analysis to project teams. Capabilities Assessment & Joint Planning: Lead Aviation studies and operational test events to evaluate emerging technologies. Includes direct participation in Army Aviation Operations Capability-Based Assessments (CBA) and proficiency in executing and facilitating Joint Working Groups. Education & Documentation Authority: Possess a bachelor’s degree (or equivalent professional experience) with the proven ability to independently produce strategic documents (white papers, concept papers, operational views) under broad guidance.   WORK ENVIRONMENT AND PHYSICAL DEMANDS:  Primarily in an office environment. Some travel is anticipated under this contract. Must be within the local commute area to Fort Rucker.
