## About the role
ATB Financial is seeking an exceptional senior risk and compliance professional to join the Second Line Operational Risk & Compliance function as Director, Operational Risk & Compliance – Capital Markets. This is a high-impact individual contributor role, operating at the intersection of capital markets expertise and operational risk governance.
Reporting directly to the VP, Operational Risk & Chief Compliance Officer (CCO), this Director serves as ATB's senior subject matter expert for all Second Line oversight activities where capital markets knowledge is the critical enabling competency. The role provides independent, authoritative oversight across both the Operational Risk Management (ORM) and Compliance pillars of the Second Line function, supporting the VP, Operational Risk & Chief Compliance Officer and her leadership team on matters requiring deep capital markets acumen — including risk and control assessments, new initiative risk reviews, regulatory interface, and operational risk and compliance advisory for capital markets-related business activities.
This is a role for a seasoned professional who combines rigorous technical knowledge of capital markets products, risk dynamics, and regulatory expectations with the credibility and communication skills to advise, challenge, and influence at the senior leadership and Board level.
Location & Work Arrangement: This role will operate on a hybrid work arrangement reporting to an office located in Calgary, AB or Toronto, ON.
## Accountabilities
* Support the VP, Operational Risk & Chief Compliance Officer and her Second Line leadership team by acting as a horizontal capital markets resource across the Operational Risk, Compliance, and Technology & Cyber Risk pillars, engaging on matters requiring specialized capital markets knowledge.
* Leads Second Line reviews of Risk and Control Assessments (RCAs), New Initiative Risk Assessment Processes (NIRAPs), Business Impact Assessment and Business Continuity Planning, loss event reviews and other operational risk programs where capital markets expertise is required, ensuring the integrity and credibility of Second Line challenge.
* Support the VP, Operational Risk & Chief Compliance Officer in discharging compliance responsibilities related to capital markets regulatory matters, including interface with relevant securities regulators and self-regulatory organizations where Second Line engagement is appropriate.
* Support the VP, Operational Risk & Chief Compliance Officer and her Second Line leadership team in monitoring the evolving capital markets regulatory landscape and advise on emerging obligations, regulatory developments, and their implications for ATB's risk and compliance posture.
* Review and provide credible challenges to capital markets-related compliance policies, procedures, and controls to ensure they reflect current regulatory requirements and industry best practices.
* Distill complex capital markets risk and compliance issues into clear, actionable reporting and recommendations suitable for senior leadership and Board Risk Committee audiences.
* Contribute to the development and ongoing maintenance of relevant Second Line risk governance frameworks, oversight programs, and reporting.
* Act as a trusted advisor to the VP, Operational Risk & Chief Compliance Officer and her Second Line leadership team on capital markets risk trade-offs, control design, and governance matters, balancing risk management rigour with ATB's strategic objectives.
* Contribute to a culture of compliance and continuous improvement within the Second Line function, sharing knowledge and elevating the capital markets competency of the broader team.
## Skills, experience & requirements
* 10+ years of progressive financial services experience, with a focus on Second Line risk management and compliance within Capital Markets.
* Deep understanding of capital markets products (fixed income, derivatives, FX, commodities, money markets) and risk concepts (DV01/PV01, MTM, counterparty credit risk).
* Strong knowledge of Canadian regulatory frameworks, specifically OSFI guidelines, CIRO requirements, BCBS standards, and market conduct/securities legislation.
* Proven track record of providing independent oversight and credible challenge to senior business leaders regarding capital markets activities.
* Experience leading Second Line operational risk programs, including RCSA design/execution, NIRAP governance, operational resilience, and loss events.
* Demonstrated success managing regulatory engagement, translating complex guidelines (OSFI, BCBS, securities mandates) into practical frameworks for both bank and investment dealer subsidiaries.
* Strong governance background, including policy drafting, oversight program design, and Board/committee-level reporting.
* Bachelor’s degree in Finance, Economics, Business, Law, or a related field (Graduate degree is an asset).
* CFA or FRM designations are highly desirable; equivalent demonstrated expertise will be considered.
