The Benefits Team is responsible for the delivery and administration of employee benefits aimed at supporting the long-term health and financial security of our employees. The department provides customer service, communications, and education to ensure that staff and retirees can make the most of their benefits. 

 

JOB OVERVIEW 

The Benefits Representative will assist in the day-to-day activities and services associated with the administration and continuous improvement of the benefit programs for Charles County Public Schools. This role will focus on all aspects of benefit services, including but not limited to new hire and annual enrollments. 

 

EDUCATION AND WORK EXPERIENCE    

  • Associate degree in business or related field preferred.  

  • At least five (5) years of successful employee benefits experience required, two of which must include experience managing projects/programs independently. 

  • Proficiency in MS Office required. 

  • Advanced skills in Excel preferred.  

 

QUALIFICATIONS 

  • Working knowledge of employee benefit programs and payroll procedures. 

  • Demonstrated ability to work professionally and discreetly with extremely confidential information.   

  • Strong focus on accuracy and attention to detail.   

  • Self-motivated with the ability to work both independently and in a team environment.   

  • Excellent customer service, communication (both written and verbal), and cross-group collaboration skills required.   

 

ESSENTIAL JOB FUNCTIONS                                                                                          

  • Responsible for ensuring accurate and timely processing of all member transactions, including health care enrollments, retirements, terminations, deaths, retirement service purchases, family medical leave (FMLA), sick leave exchange, as well as peer reviewing benefit payments, adjustments, and other transactions. 

  • Benefit liaison with vendors, including claims resolution, reporting, and invoicing. 

  • Processes timely data transfers between the ERP system and benefits service providers. 

  • Processes health care enrollments and status changes. 

  • Reconciles monthly flexible spending, life insurance, and Aflac invoices. 

  • Processes life insurance death claims. 

  • Other duties as assigned. 

  • Provides retirement counseling and support for administration. 

  • Counsels active employees regarding retirement eligibility. 

  • Coordinates the transition of retiring employees to the retiree health and life plans and determines eligibility for the Board’s premium subsidy.  

  • Processes retirement requests for MSRA and the board’s pension plan. 

  • Analyzes and reconciles employer data as it relates to the payment of retirement benefits. 

  • Ensures all new hires are enrolled accurately in the correct retirement plan. 

  • Acts as Retirement Coordinator for members enrolled in the Maryland State Retirement. 

  • Provides leave management and case management. 

  • Administers FMLA requests to comply with federal and local guidelines.  

  • Effectively manages the end-to-end process of employee leaves. 

  • Monitors FMLA leave usage. 

 

ENVIRONMENTAL FACTORS & PHYSICAL REQUIREMENTS

The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand, and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to sit, reach with hands and arms, talk, and hear.
