1. 1. Background and context about the project
The British Council is the UK’s international organisation for cultural relations and educational opportunities. We work with over 100 countries across the world in the fields of arts and culture, English language and education. Each year we reach over 20 million people face-to-face and more than 500 million people online, via broadcasts and publications. Founded in 1934, we are a UK charity governed by Royal Charter and a UK public body.
Youth Connect is our global leadership programme that empowers young people to contribute to positive social and economic change, fostering more peaceful and prosperous communities. It supports young people to develop the skills, confidence and connections to tackle major challenges like limited economic opportunities, inequality and polarisation.
We work with a range of local, national and international partners online and on the ground in over 30 countries. Together, we create spaces for young people to connect and collaborate for change with their peers and broader ecosystems. We provide opportunities for young people to develop their leadership abilities, build knowledge and participate in networks to shape better futures for themselves and their communities.
Under Youth Connect is the Inclusive Economic Empowerment (IEE) Pathway Programme. The IEE Pathways Programme is a structured, phased intervention designed to enable young people to transition into decent employment or sustainable enterprise through a combination of foundational skills, practical exposure, and mentoring.
The programme will be implemented through:
Phase 1: Foundational Skills & Orientation, Phase 2 (Employment Track): Employment Readiness, Work Exposure & Employer Linkages and Phase 2 (Enterprise Track): Enterprise Setup, Formalisation & Growth Readiness.
The programme will be delivered through local delivery partners, with strategic oversight provided by a Country Delivery Team supported by a Central Global Advisory Team.
The project will utilise centrally developed materials to train the young people and this will be delivered by the master facilitators and delivery partners.
1\. Overview of the Lead Trainer Role
Master Trainer(s) will play a central role in the delivery and quality assurance of the British Council Inclusive Economic Empowerment programme. Their responsibilities include:
Curriculum/ material design and standardisation:
* Review and refine the centrally developed training materials to match the Uganda context to ensure consistency and usability.
* Collaboration and Co-creation: Work with Master trainers and delivery partner to ensure technical accuracy and contextual relevance.
* Integrate learner feedback and contextual realities into curriculum design for inclusiveness and applicability.
Capacity Building for Consistent Delivery
* Train facilitators through train-the-trainer programme
* Provide coaching and guidance to ensure adherence to standards and pedagogy.
* Delivering high-quality professional learning for trainers
* Modelling effective facilitation practices
* Supporting trainers to understand and deliver the Inclusive Economic Empowerment modules.
* Developing the skills, knowledge and confidence of new and existing trainers
* Quality Assurance: Compile training reports
Mentorship and coaching
* Take a lead role in overseeing mentoring and coaching of young people during placements
* Mentor and coach trainers and young people through digital platforms (e.g., WhatsApp and in-person visits)
* Develop and support communities of practice for trainers.
Validating Trainers (Successful candidates must be available during this period)
* Observing trainer performance using agreed criteria
* Providing clear, specific, developmental feedback
* Assessing whether trainers meet the required standards
* Producing structured and objective validation reports
* Identifying strengths and areas for development
Monitoring & Evaluation support
* Contribute to Learning and Adaptive Management
* Document lessons learned, challenges, and emerging trends from training sessions
* Support in Capturing stories of change and beneficiary outcomes during activities
* Feed insights into learning forums and programme reviews
Professional Responsibilities
* Upholding British Council values and professional standards
* Creating positive, inclusive learning environments
* Demonstrating cultural sensitivity and professionalism
* Working collaboratively as part of a facilitation and validation team
Master Trainers must therefore demonstrate strong facilitation, assessment, communication, and professional behaviours, as well as the potential to support and elevate the practice of others.
1. 2. Timeline
The assignment is expected to commence in August 2026, following a successful validation process, and will be offered as a one-year contract with possibility of extension.
1. 3. Fee & expenses
* The assignment will be paid based on a £150 daily rate for the services outlined in this TOR.
* The expected workload is approximately 15 days in an annual cycle with flexibility depending on project needs.
* All travel and related expenses, where applicable, will be reimbursed or centrally catered for in accordance with British Council rates and policy.
1. 4. Reporting and communication
The Master Trainer(s) will report directly to the Youth Connect Project Manager who will be responsible for liaising with the specialists throughout the assignment.
1. 5. Master Trainer Competencies
Technical competencies
* Demonstrate a good understanding of the Youth Connect Inclusive Economic Empowerment path
* Demonstrate deep knowledge in the sector of livelihoods, entrepreneurship, skills development, formal employment.
* Ability to translate theory into practical, market-relevant skills for young people
* Understanding of systems (labour markets, economic opportunities, youth realities)
* Demonstrate knowledge and understanding of effective training and learning strategies
* Demonstrate leadership and mentoring capacities to train and support others to deliver the IEE offer
* Contribute to the design and provision of engaging and effective teaching and learning material
* Demonstrate an Inclusive & Learner-Centred Delivery
* Demonstrate the ability to organise and deliver well-structured activities related to course learning outcomes and local context
* Demonstrated understanding on Gender Equality and Social Inclusion approach
Delivery of Facilitation Course Materials
* Facilitate participatory and practical learning sessions which inspire, motivate and challenge participants
* Adopt and deliver a Youth-Centred Engagement & Empowerment Competencies that facilitates youth voice, co-creation, and leadership.
* Adapt an Inclusive & Learner-Centred Delivery approaches where diverse groups (gender, disability, marginalisation) are respected and valued to address barriers to participation and facilitate learning
* Be accountable for meeting the set learning outcomes
* Guide participants to reflect on the progress they have made and their emerging needs
Personal and Professional Conduct
* Model ethical behaviour (integrity, respect, confidentiality) that uphold high professional values and standards that reflect those of the British Council
* Create a safe, participatory learning environment where all participants are participants are treated with dignity, recognising the importance of cultural awareness and sensitivity
* Deliver high-quality, inclusive learning for participant experiences, differences, and views and approaches.
* Maintain professionalism
* Continuously improve through feedback and reflection that encourages participants to take a responsible and conscientious attitude to their learning and development
* Demonstrate a willingness to learn from and actively support others
* Create a safe learning environment within which participants feel able to raise issues and share experiences
* Create and nurture an enabling learning environment
* Work effectively as part of a facilitation team
Other Requirements:
* Strong project management and organizational skills.
* Ability to travel within the country for workshops and stakeholder meetings.
* Proficiency in English (written and spoken); knowledge of local languages is an added advantage.
* Eligibility requires applicants to be resident in Uganda with full legal right to live and work in the country.
