Job Position Description:

Are you a detail-oriented professional who thrives in a fast-paced environment and is dedicated to helping families stay safe, warm, and connected? Community Action is seeking a Utility Assistance Access Specialist to serve as the primary gateway for clients seeking vital energy and utility support resources. In this role, you will screen clients for eligibility, manage applications across multiple databases, and provide compassionate, time-sensitive support to households facing disconnection.

Abbreviated Duties List:

• Answer incoming calls, return voicemails promptly, and effectively screen clients for eligibility across programs like LIHEAP, OEAP, OLGA, and local utility/garbage discount programs.
• Prioritize and assist clients who are disconnected or on the verge of utility disconnection, connecting them to resources as quickly as possible.
• Review, download, and scan client applications for completeness, enter data accurately into multiple systems of record, and consult statewide databases to track status and funding availability.
• Coordinate closely with internal teams and external community partners (such as Adelante Mujeres, local veterans' services, and cultural organizations) to ensure seamless application processing.
• Manage incoming DocuSign applications, generate Notices of Action via mail merge, follow up on missing documents, and maintain strictly confidential client records.
• Provide resource information on energy conservation, utility payment plans, and attend community outreach events as needed.

Abbreviated Requirements:

• High school diploma or equivalent plus 2 years of related experience. An equivalent combination of education and experience may be considered.
• Bilingual English/Spanish (written and verbal) proficiency is required for this role.
• Proven ability to work effectively and respectfully with low-income, disabled, senior, and diverse populations.
• Excellent verbal and written communication skills with exceptional attention to detail and strong organizational capabilities.
• Advanced or proficient skills in office technology, Microsoft Office applications, including databases, spreadsheets, and charting.
• Ability to handle a high volume of phone calls, manage competing priorities, and navigate multiple computer systems simultaneously.
