The Director, Resource Mobilization and Partnerships leads the development of innovative programming and resource mobilization strategies in support of CARE Canada’s mission, while strengthening and expanding strategic partnerships. The Director also contributes to shaping the organization’s strategic direction from a partnership, revenue, and program development perspective. This role has a primary focus on institutional funding—particularly with Global Affairs Canada (GAC) and other Government of Canada departments—while working in close collaboration with colleagues leading private-sector engagement as part of an integrated revenue approach. In the context of an increasingly competitive and rapidly evolving funding environment, this role is central to CARE Canada’s shift toward a more integrated and sustainable business model—one that intentionally connects public and private funding streams to drive impact and long-term financial resilience. The Director plays a key role in advancing ambitious and forward-looking approaches to revenue generation, including identifying and leveraging opportunities across government, expanding public-private partnerships, and strengthening the alignment between program design, partnerships, and funding strategies. This evolution is essential to ensuring CARE Canada can sustain, scale, and deepen its impact advancing gender equality and supporting women and girls globally. The team ensures that CARE Canada remains a leading Canadian NGO by actively tracking the evolving role of INGOs and adapting to shifting global and funding dynamics. The Director, Resource Mobilization and Partnerships contributes directly to organizational sustainability by leading the design and funding of high-quality development, humanitarian, and nexus programming. Acting as a critical connector, the Director links program design and technical expertise with priorities identified by Country Offices and local partners, and with funders who enable impactful, scalable solutions in the communities CARE serves. This roll will play a ce3ntral part in shaping CARE Canada’s approach to revenue generation.   WHAT YOU BRING 7+ years of relevant experience in international development, business development, or a related field. Graduate level degree in applicable area of expertise or equivalent combination of education and work experience. Demonstrated experience leading and growing institutional funding portfolios, particularly with Global Affairs Canada (GAC) and/or other bilateral government donors. Proven ability to build, manage, and influence senior-level government relationships, including through direct, in-person engagement with decision-makers. Strong understanding of Government of Canada funding systems, priorities, and decision-making processes, with the ability to identify and convert opportunities into funded programs. Demonstrated experience developing and advancing innovative funding approaches, including public-private partnerships, blended finance, or other non-traditional financing models. Strong understanding of evolving funding landscapes and a track record of identifying and pursuing new and emerging revenue opportunities. Proven ability to lead end-to-end business development processes—from pipeline development and go/no-go decision-making through high-quality proposal submission and post-award positioning. Demonstrated experience translating funding opportunities into strong program concepts and proposals, drawing on knowledge of humanitarian, development, and/or nexus programming. Experience mobilizing and coordinating cross-functional teams (e.g., technical experts, Country Offices, partners) to deliver competitive, high-quality proposals under tight timelines. Strong experience in partnership development, including working within consortia and co-creation processes with Global South partners, and a demonstrated commitment to locally led approaches and addressing power imbalances. Experience building and managing strategic partnerships with a range of actors, including government, NGOs, and—ideally—private sector or non-traditional partners. Sound understanding of business principles and their application to international development, including CARE’s approach to market-based and partnership-driven solutions to poverty. Excellent leadership, relationship management, and communication skills, with the ability to influence across teams and represent the organization externally. Demonstrated ability to work strategically in an evolving and competitive environment, driving innovation while maintaining focus on results and revenue growth. Commitment to CARE’s mission, values, and approach to gender equality and social justice. Willingness and availability for domestic and international travel. You must be based within 75km of the CARE Canada Ottawa office     WHAT WOULD MAKE YOU EXTRAORDINARY Fluency in French and/or Spanish is considered an asset.     REQUIREMENTS   Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.   Create an environment within CARE's workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).   Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Safeguarding Policy and Safeguarding Code of Conduct.    WHAT WE OFFER   Starting salary between $143,222 - 153,831 Comprehensive benefits package, providing family coverage for a wide range of services, including paramedical services, gender-affirming care, mental health support, and access to a confidential Employee Assistance Program (EAP).
