Project Management Journeyman
Quick Summary
Artemis is seeking a full-time Project Management Journeyman with demonstrated experience providing management and advisory support services focused on streamlining and improving business operations in the federal sector. This individual will support the government by directing and managing project execution U.S. Citizenship and Immigration Services (USCIS) business process improvement, IT implementation, Agile adoption, governance, operational readiness, and deployment efforts. The role develops project plans, coordinates tasks, monitors schedules, risks, dependencies, and performance metrics, and works with stakeholders and team members to remove obstacles and deliver projects against schedule and performance goals.
This role requires a self-starter, proactive problem solver, and action-oriented team player with previous experience supporting federal project management, business transformation, Agile delivery, and operational readiness activities. The Project Management Journeyman will coordinate with product owners, project managers, business analysts, communications staff, data analytics teams, technical teams, and USCIS stakeholders to maintain transparency, accountability, and forward momentum across project lifecycles.
This is a contingent hire position.
This position is remote as authorized. However, occasional in-person meetings may be required at USCIS Headquarters in Camp Springs, MD, or other approved locations.
Travel for client engagements is expected.
Responsibilities
~2 min read- →Develop, maintain, and track project plans, schedules, roadmaps, implementation plans, action logs, risk and issue logs, dependency trackers, and status reports.
- →Coordinate project execution across stakeholders, product owners, subject matter experts, technical teams, data analytics teams, communications staff, and USCIS or Department of Homeland Security (DHS) program offices.
- →Support governance forums, project health assessments, RACI charts, project charters, gate reviews, monthly status reports, performance monitoring mechanisms, and transparent reporting.
- →Monitor progress against schedule and performance goals; identify blockers, risks, dependencies, and resource constraints; recommend mitigation strategies and escalate issues as appropriate.
- →Apply Agile and PMBOK-aligned practices to support sprint planning, backlog prioritization, retrospectives, version-controlled artifacts, continuous improvement, and predictable project execution.
- →Support technology integration, testing, deployment, and post-deployment evaluation activities, including user acceptance testing coordination, alpha and beta testing cycles, feedback logs, readiness tasks, issue resolution, and lessons learned.
- →Develop and maintain operational readiness artifacts with clear objectives, timelines, success metrics, stakeholder engagement activities, training coordination, and pre- and post-deployment reporting.
- →Coordinate and facilitate stakeholder meetings, prepare agendas, capture notes and decisions, maintain action items, and follow through to closure.
- →Support data-driven performance tracking by gathering project metrics, key performance indicators, milestones, and progress updates for dashboards, performance reports, and leadership briefings.
- →Maintain alignment with DHS and USCIS policies, Section 508 requirements, security requirements, privacy expectations, Sensitive But Unclassified data-handling requirements, and Government Furnished Property procedures.
Requirements
~2 min read- 5 years of experience in project management, project coordination, business transformation, IT implementation, operations support, or a related field.
- Bachelor's degree in Business, Public Administration, Information Systems, Information Technology, or a related field.
- Experience developing and maintaining project plans, schedules, roadmaps, risk and issue logs, action trackers, meeting notes, status reports, and implementation artifacts.
- Experience coordinating with stakeholders and team members to overcome obstacles, manage dependencies, and deliver project outcomes against schedule and performance goals.
- Familiarity with Agile, Scrum, Kanban, Lean, and/or PMBOK project management practices.
- Experience supporting testing, integration, deployment, operational readiness, change management, post-production operations, or continuous improvement activities.
- Experience supporting federal or regulated environments, preferably with DHS, USCIS, or other civilian agency programs.
- Strong written and oral communication, attention to detail, analytical thinking, problem-solving, time management, and organizational skills.
- Ability to manage competing deadlines, work independently with minimal oversight, and adapt to changing priorities in a fast-paced environment.
- Ability to obtain and maintain DHS suitability and public trust clearances.
- Legal authorization to work in the U.S.
- Experience supporting USCIS, DHS, or immigration status verification, or immigration benefits adjudication programs.
- Experience using tools such as Jira, Confluence, Microsoft Project or Planner, SharePoint, Teams, Mural, Tableau, Power BI, or other project management and reporting tools.
- Experience supporting executive briefings, governance bodies, cross-functional roadmaps, implementation plans, and project health assessments.
- Experience with process mapping, operational metrics, readiness planning, deployment coordination, and continuous improvement initiatives.
- Strong critical thinking, analytical and time management skills.
- Proven ability to organize, prioritize and work well with others.
- Ability to communicate thoughts, ideas and solutions logically both written and orally.
- Ability to stay calm under pressure and in a fast-paced environment.
- Ability to receive feedback from clients and implement changes quickly and effectively.
- Ability to get up to speed quickly on complex issues.
- Desire to work in a fast-paced, rapidly evolving environment.
