Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Subcontract Administrator, supporting TOS II, at Arnold AFB, TN. The Subcontract Administrator will be working as a member of an integrated team responsible for supporting the United States Air Force Test Operations and Sustainment efforts.

 

 

The successful candidate will report to the Subcontracts Manager and will award purchase orders and subcontracts for materials and services as required to support operations at AEDC.

 

  • Gathers and compiles data essential to the formation and administration of subcontracts.
  • Performs bidder prequalification, bid solicitation, bid analysis, negotiation and award of subcontracts (including engineered material / equipment installation) and other subcontracts platforms, such as master and basic ordering agreements.
  • Reviews scope requirements prepared by requisitioning organization.
  • Performs administration of subcontracts including but not limited to change management, invoicing, performance, interface with internal technical representative, and close-out. Communicate with subcontractors to achieve required services and meet project needs.  Perform reviews of labor requirements (such as Service Contract Act & Davis-Bacon), monitor areas of subcontract performance and resolution of invoices and non-conformances. 
  • Conducts investigations and inquiries into specific subcontract problems and provide assistance in claims research.
  • Maintains working relationships with project subcontracts personnel and project discipline personnel in order to perform assigned duties.
  • Maintains working relationships with subcontractors involved with the performance of assigned tasks.
  • Prepares, maintains and monitors project bidder’s lists, ensuring input is received from all acquisitions functions and other operational groups.
  • Forms, issues, administers, and closes out subcontracts (including blanket orders). Communicates with subcontractors to achieve required service, meet project needs, and resolution of discrepancies. 
  • Directs negotiations in the commitment of Subcontracts, following review and approval of the proposed negotiating plan by the designated supervisor.
  • Monitors requirements associated with Service Contract Act, Davis Bacon Act, and Risk and Liability.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.

 

Requirements

  • Bachelor’s degree from an accredited university in Business Management, Supply Chain Management, or a related business field with a minimum of two (2) years of experience—OR a High School Diploma or equivalent with a minimum of six (6) years of experience—in subcontracts administration or purchasing, which must include at least two (2) years in the formation, negotiation, and administration of subcontracts.
  • Experience monitoring subcontractor performance, interpreting associated labor laws, and resolving subcontracts claims and disputes.
  • Must be able to obtain and maintain an active security clearance and maintain authorized user access to the AEDC local area network.
  • U.S. Citizenship is required due to federal government contract compliance requirements and the necessity to access secure federal databases and networks on Arnold Air Force Base.

 

  • Basic understanding of the Federal Acquisition Regulation
  • Strong written and verbal communication skills with the ability to negotiate contract terms and resolve disputes productively.

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations and refers to the amount BNH is willing to pay at the time of this posting. Salaries for part-time jobs will be adjusted based upon the number of hours agreed to work.

A07: $82,000 - $100,000; A08: $92,500 - $123,000 / year at Arnold Air Force Base, TN.
