Child Psychologist

As a part of the Goldbelt Glacier Team, you will be supporting the Naval Logistics Command with medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries designated by the Government. As a HealthCare Worker (HCW), you will be assigned to either a Military Treatment Facility (MTF) or other Federal medical treatment facilities in Japan.

• The Psychologist shall provide psychological procedures and techniques, including interviewing, behavioral assessment, cognitive-behavioral therapy, and psychological testing/psycho diagnostic testing, in the evaluation, diagnosis, and treatment of psychological and neuropsychological disorders with children.
• Participate in clinical quality improvement, program evaluation, and other performance improvement initiatives as needed.
• Maintain accurate and current clinical documentation within MHS Genesis of all patients seen, as appropriate, and produces reports of evaluation and/or treatment, as required. Notes must be completed within 72 business hours and must be documented in sing DHA approved documentation templates and in accordance with MTF documentation and standards.
• Consult with healthcare providers, military commanders, legal representatives, Family Advocacy, educational personnel, community agencies, and other appropriate stakeholders, as required for complex cases such as instances of child abuse, cases requiring drug abuse treatment, and cases that exceed the level of care available at the local facility.
• Attend and participate in meetings during normal duty hours and professional staff conferences and other appropriate professional activities such as the following: Quality Improvement meeting, professional staff meetings, Commander's staff meetings, Department meetings, and others required by applicable regulations, MTF guidance, or as directed by the Director of Psychological Health (DPH), Chief Medical Officer (SGH) or his/her designated representative.
• Participate in military specific training(s) as deemed necessary to execute the duties of this position determined by the Functional Requirements Evaluator Designees (FRED).
• Coordinate and collaborate with the Early Developmental Intervention Services (EDIS) Team, military child psychiatrists, Special Needs Coordinator, MTF pediatric clinic and other appropriate military or civilian agencies, for inbound and outbound referrals and continuity of care.
• The contractor personnel shall be proficient in reading, writing, understanding and speaking English at a level necessary to fully perform all required duties and tasks of their job. The MTF may request demonstrations of ability to meet personnel language proficiency requirements by any reasonable method.
• The Psychologist shall perform as a professional and their judgment and decision making shall be in accordance with the American Psychological Association’s Ethical Principles of Psychologists and Code of Conduct.
• Communicate and collaborate with the Primary Care Manager (PCM) and appropriate members of the interdisciplinary health care team to ensure that needs of assigned patients are met without duplication of effort.
• Network with appropriate military and civilian agencies, Family Advocacy, EFMP-M, TRICARE resources, educational systems, and other community resources, as appropriate. Recognize limitations on interventions imposed by MTF capabilities, community resources, local TRICARE contracts, and remain within scope of authority.
• Required to see the standard number of patients per day as is set by the individual MTFs average patient turnover.
• Shall perform up to eight (8) patient care hours per day averaging approximately 8 patients per day or 40 patients per week.
  • Workdays can consist of eight (8) to ten (10) hour days based on mission requirements. Services are generally required five (5) days each week (Monday through Friday), excluding U.S. Federal holidays. Required services may be scheduled between the hours of 0700-1800hrs., Monday through Friday. Hours are subject to change based on need and as mutually agreed between the FRED/COR and the contractor personnel, however the total number of hours will not exceed eighty (80) hours per two (2) week period.

• The contractor personnel shall have a Doctor of Philosophy (Ph.D.) or Doctor of Psychology (Psy.D.) degree in clinical or counseling psychology from an American Psychological Association (APA) accredited psychology program
• Have a current license to practice psychology in any one of the 50 states, the District of Columbia, Puerto Rico, or the U.S. Virgin Islands. Employee is responsible for maintaining/renewing licensure from a state and if required, a certification or registration when caring for patients within the MTF. The contractor personnel shall not performany clinical duties if their license is inactive, revoked, restricted, suspended or otherwise not in good standing. Copies of required licensure shall be furnished to the Contracting Officer (KO) prior to performance on this contract and provided to the Contracting Officer Representative (COR) as part of the credentialing and privileging process. Copies of renewals must be submitted ten (10) days before the date of expiration.
• Skilled in individual, family and group psychotherapy, and couples therapy, alcohol and drug treatment evaluations. Strongly preferred candidates will have experience working in a military treatment facility as a child psychologist. Highly qualified candidates will have over two (2) years’ experience working in the MTF as a child psychologist.
• Work experience for at least two years with children in a therapeutic capacity is required. Preferred candidates will have experience such as specialty internship or six months to a year fellowship in additional clinical work understanding, diagnosing and treating children's psychological, cognitive, emotional, developmental, behavioral problems; specifically in the age range of 12 years old and younger. Highly qualified candidates will have completed a specialty internship or fellowship, demonstrate experience working in a multidisciplinary and multiagency environment including collaboration with peers working in schools or educational environments, and demonstrate competency with a diverse patient population.
• The contractor personnel should have experience and skills using Electronic Medical Records (EMR). Preferred candidates will have experience and skills using the Military Health Systems (MHS) Genesis. Preferred candidates will have over two (2) years’ experience and skills with the Armed Forces Health Longitudinal Technology Application (AHLTA).
• Experience and competency working with children (toddlers to adolescents) to include child specific evidence-based treatments and child specific psychological testing is required. Preferred candidates will have experience and competency assessing and working with children with special educational needs.

• A thorough understanding of the military lifestyle and experience working with military family members.
• Working knowledge of relevant military, state, federal, and local laws and resources.
• Highly developed written, oral, and presentation communication skills.
• An active security clearance is preferred.

• Must have knowledge and skills of the basic computer applications (e.g. Microsoft Office) necessary to effectively perform assigned clinical duties.
• The Psychologist shall effectively manage workload, maintain organized clinical documentation, and complete all patient care documentation entered in the electronic health record within 72 business hours of the patient encounter.
• Provide appropriate customer service skills with all patients and foster development of those skills throughout entire medical team.
