Medical Laboratory Scientist/Technologist

As a part of the Goldbelt Glacier Team, you will be supporting the Naval Logistics Command with medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries designated by the Government. As a HealthCare Worker (HCW), you will be assigned to either a Military Treatment Facility (MTF) or other Federal medical treatment facilities in Japan.

• Review clinical results daily for previous duty day(s) for errors and acceptability
• Reviewing, writing, editing operating instructions.
• Managing document control for forms, operating instructions, and job aids.
• Directing the staff competency program, to include initial, 6 month, and annual training with documentation.
• Managing the Laboratory’s proficiency survey program with accrediting agency, to include ordering surveys, receiving surveys, distributing surveys, uploading results, receiving results, investigating discrepancies, and ensuring remedial training.
• Reviewing quality control results and preventive maintenance.
• Compiling monthly data and monthly quality assurance reports.
• Review and/or compile validation studies.
• Assist Laboratory leadership with preparation for regulatory inspections (checklists, data reviews, task management).
• Calibrate and troubleshoot analyzers as needed.
• Perform high complexity testing (differentials, etc.).
• Teach high complexity testing to staff.
• Review Transfusion Services work and documentation.
• Serve as Technical Supervisor for Laboratory and Technical Consultant for Transfusion Services.
• Provide consultation and/or training between staff, patients, providers, and other hospital care workers.
• Interface with the Laboratory Medical Director.
• Manage the prescribed Quality Control (QC)/CAP programs.
• Enforce compliance with regulatory standards of the JC, CAP, FDA, DHA, and AF.
• Participate in required equipment, in-service training and continuing medical education.
• Ensure safe work environment and employ safe work habits.
• Prepare and submit trend analysis reports requested by the Functional Requirements Evaluator Designee (FRED).
• Maintain and provide monthly statistical reports to oversight committees and functions within the timelines designated by the FRED.
• The contractor employees may be responsible for conducting orientation of all new personnel to the laboratory.
• Prepare all documentation to meet or exceed established standards of the MTF to include, timeliness, legibility, accuracy, content, format, and signature.  Only MTF and AF approved abbreviations may be used for documentation of care in the health care record. 
• Ensure complete patient identifying information is on all documentation that is to become part of a health care record.

• Shall meet one of the following three (3) requirements:
  • Hold a Doctoral Degree in Medicine or Osteopathy in the United States; and is certified in both anatomic and clinical pathology by the American Board of Pathology or the American Osteopathic Board of Pathology;
  • Have earned a master’s degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution; and at least two (2) years of laboratory training and/or experience, in high complexity testing within the subspecialty that the laboratory scientist will be working; or
  • Have earned a bachelor’s degree in a chemical, physical, biological or clinical laboratory science or medical technology from an accredited institution; and at least four (4) years of laboratory training and/or experience, in high complexity testing within the subspecialty that the laboratory scientist will be working.
• Upon initial assignment, after six (6) months of hire, and annually from the date of initial competency, all laboratory scientists are required to undergo competency evaluation by the Laboratory Flight Commander (and may be further delegated as deemed necessary).

• At least two (2) years of experience in transfusion services and/or microbiology services and certification as a Medical Laboratory Scientist by the American Society of Clinical Pathologists (ASCP) or a Medical Technologist by the American Medical Technologists (AMT).
• A thorough understanding of the military lifestyle and experience working with military family members.
• Working knowledge of relevant military, state, federal, and local laws and resources.
• Highly developed written, oral, and presentation communication skills.
• An active security clearance is preferred.

• Knowledge of computer operations and proficiency in use of basic word processing, data entry and automated medical records.  Proficient in operation of standard office equipment, such as personal computers, copiers, fax machines, and telephone systems.
• Knowledge of medical privacy and confidentiality (Health Insurance Portability and Accountability Act [HIPAA]), Joint Commission (JC), and Clinical Practice Guidelines (CPGs).
• Must demonstrate ability to communicate effectively both orally and in writing
• Must be skillful and tactful in communicating with people who may be physically or mentally ill, uncooperative, fearful, emotionally distraught, and occasionally hostile.
• Must have knowledge and experience, or demonstrate comprehension during training, with software and databases currently employed at the MTF (e.g., Microsoft Office, Excel and PowerPoint; and MHS Genesis.  Must possess knowledge, skills, and computer program literacy to collect and analyze data.
• Must have knowledge and experience, or demonstrate comprehension during training, in Patient Advocacy, Patient Privacy, and Customer Relations.
• Must possess organization, problem-solving, and communication skills to articulate medical requirements to patients, families/care givers, and medical and non-medical staff in a professional and courteous way.
• Familiarity with Department of War (DoW), U.S., non-profit healthcare systems and organizations, to include DoW Tri-Service Military Healthcare Systems, TRICARE purchased care system, Medicare, Medicaid and the Veterans Administration (VA) is desired.
• The contractor employees shall read, understand, speak, and write English fluently and clearly.  A Test of English for International Communication (TOEIC) score of at least 900 or equivalent certificate is required of applicants whose native language is not English.
