The Department of Programmes is the central management and coordinating function for Programme delivery and capacity development. It is responsible for the implementation of IDLO’s global Programme portfolio for field and non-field locations in line with organizational strategy.

Monitoring and reporting are governed by IDLO’s Monitoring Guidelines, Theory of Change Guidelines, and applicable donor requirements. The organization is committed to strengthening and integrating its monitoring, evaluation, learning (MEL), and reporting systems across all programmatic activities. At project level, monitoring and reporting are integral to the project cycle and essential for effective results-based management. Regular assessment of progress at input, output, and outcome levels generates timely evidence on performance and supports accurate, results-oriented reporting, enabling adaptive management and informed decision-making throughout implementation. Project-level monitoring and reporting also feed into institutional reporting, including the Strategic Results and Resources Framework (SRRF), and inform mid-term and final evaluations, ensuring alignment between project delivery and broader organizational results.

Under the direct supervision of the Programme Lead, MENA, and with technical direction from the HQ-based Programme Monitoring Team (PMT), the Monitoring and Reporting Associate  provides technical and operational support to the design, implementation, and strengthening of M&E systems and processes at the country level and within IDLO’s offices, including but not limited to those in Jordan and Palestine (hereinafter the “field”).

 

  • Provide technical and administrative support to the design and implementation of MEL systems and tools.
  • Contribute to the preparation of internal and external reports, including SRRF inputs, and support the documentation of results, lessons learned, and knowledge products.
  • Contribute to evaluations and internal assessments, facilitating generation of evidence that inform programme design, adaptive management, and decision-making.
    • Support the design and regular updating of programmatic MEL tools, including: Theories of Change, logical frameworks, results frameworks, key performance indicators, Indicator Tracking Tables (ITT), Monitoring, Evaluation and Learning (MEL) Plans, risk management tools, and data collection instruments, building on the data captured through both performance and context monitoring
    • Ensure that MEL Plans and MEL activities are effectively implemented and documented, in line with IDLO Monitoring Guidelines, project compliance requirements, and donor standards. Assess technical, budgetary, and human resource needs to ensure effective delivery of IDLO’s M&E commitments;
    • Contribute in pre-intervention assessment exercises aimed at establishing baselines, targets, and contextual analysis, as well as other relevant data to inform project design;
    • Regularly review programme progress and contextual shifts through data analysis, field monitoring, and reflection exercises, and liaise with programme teams, stakeholders, and beneficiaries to identify success stories, best practices, lessons learned, and areas for improvement and/or adaptation;
    • Provide timely responses to requests for M&E-related data and information from IDLO, donors, and partners, ensuring accuracy, consistency, and quality assurance. In this context, significantly contribute to populating the information required for the Strategic Results and Resources Framework.
    • Contribute to the development of progress reports as well as internal and external MEL reports, ensuring that findings from context and programme monitoring are adequately packaged and that performance monitoring data is aligned with the relevant programmatic MEL tools. Contribute to internal knowledge products and documentation of lessons learned
    • Support evaluation and internal assessment processes, including reviewing Terms of Reference (ToRs), coordinating logistical and technical aspects, and contributing to reports, ensuring that findings are effectively used to inform programme design, learning, and adaptive management.
    • Carry out any other duties within the overall function and level of responsibility of the post.

    • Undergraduate degree in Social Sciences, International Relations, Economics, Business Administration, Statistics, or related studies is required.
    • Minimum of three (3) years of relevant experience in the field of monitoring and reporting, ideally in an international organization
    • Fluent oral and writing skills in English and Arabic are required
    • At least 2 years of experience in monitoring and reporting with an emphasis on project monitoring in an international organization. Experience in the justice and security sector is an asset.
    • Demonstrated knowledge of M&E frameworks, data analysis, and synthesis, and report writing.
    • Excellent knowledge of M&E standards (in particular the OECD DAC framework).
    • Excellent understanding of key performance indicators, and tracking of the indicators.
    • Demonstrated capacity to use project M&E to monitor program results.
    • Computer skills demonstrating competency in managing complex data-sets.
    • Proficiency in writing M&E related reports.
    • Availability to travel both in-country and abroad.
    • Ability to respond timely to queries and provide feedback.
    • Ability to work under pressure with tight deadlines, flexibility and entrepreneurial spirit.
    • Self-motivated and dynamic, willing, and able to take initiative to assist the organization to achieve its objectives.

    For this locally recruited position, IDLO shall offer the selected candidate a local affiliate contract initially for 12 months, with the possibility of extension, subject to performance and availability of funding.

    In addition, IDLO shall offer a yearly basic salary of  USD 25,176, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules.

     

    This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
