Procurement Specialist, Mali (locally recruited)

Under the supervision of the Country Manager, Mali, with dotted-line functional reporting to the Global Procurement Lead at IDLO Headquarters, the Procurement Specialist will be responsible for organizing and monitoring procurement processes for the Mali Country Office. The Procurement Specialist will work closely with the programme teams to identify the offices' procurement needs and implement the necessary procurement steps in line with IDLO procurement policies and procedures. S/he will also support the office to enhance the capacity of the procurement team and the program teams to improve the overall procurement management, from the identification of needs to the delivery of goods or services. 

• University Degree in Procurement or Business / Public Administration, Supply Chain Management, or a related field.
• Specialized training in procurement is an asset. Professional qualification in procurement is desirable.   
• Minimum 5 years of procurement or supply chain roles; contract management is required, and experience in intergovernmental and/or international organizations is highly desirable.  

• Excellent spoken and written knowledge of French and English is required.

• Sound understanding of procurement principles and practices; 
• Excellent analytical skills and ability to identifying issues, formulating options, and making initial recommendations; 
• Excellent written and verbal communication skills with all levels of seniority, both internally and externally; 
• Demonstrated ability to work proactively and independently, as well as in a team environment; 
• Strong interpersonal skills and ability to deal with people in a multi-cultural environment; 
• Proficiency in procurement software and Microsoft Office Suite;
• Willingness to undertake periodic travel to other office locations in high-risk areas; 
• Demonstrated ability to promote ethics and integrity. 

For this locally recruited position, IDLO shall offer the selected candidate an Affiliate contract of 12 months, with the possibility of extension subject to performance and availability of funding.

In addition, IDLO shall offer a yearly basic salary of XOF 14,225,857, medical insurance, and leave entitlements, including in accordance with IDLO Employee Regulations and Rules. 

This local position is open to candidates who are nationals of the duty station or with permanent resident status or other legal authorization permitting them to work in the duty station. An employee subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international employees.
