Essential Job Functions

  • Research and assess grant opportunities for JCT services; assists with grant administration and coordinate joint grant applications for Transit and Transit related services
  • Prepares annual grant applications; assists the Finance and Administration Manager with operating and capital budgets and CIP requests.
  • Works directly with Mid-America Regional Council (MARC) on matters related to grant funding. This includes developing an annual Transit Improvement Plan (TIP) to be included in the regional plan administered by MARC.
  • Analyzes Transit's progress toward attainment of goals for use of disadvantaged business enterprises and identifies ways to improve progress
  • Provides outreach to DBEs and community organizations to advise them of opportunities to participate; implements all aspects of the DBE program and ensures that Transit complies with all DBE provisions
  • Reviews of third-party contracts and purchase requisitions for compliance. Ensures that bid notices and requests for proposals are made available to DBE's and small business owners
  • Works directly with the FTA to ensure Transit compliance with federal rules, regulations and circulars. Maintains the JCT Grants Management Manual
  • Oversee the Program of Projects process including public notification to allow the public to request a public meeting regarding grant opportunities and participating in those meetings
  • Ensures briefing sheets are prepared for presentation to the Transportation Council for review and approval prior to their subsequent submission to the Board of County Commissioners for action; manages JCT grant funds as the designated recipient of Federal Transit Administration (FTA) funds in Johnson County.
  • Monitors, tracks and processes JCT grant responsibilities including annual grant receipts and expenditures, budget, project accounts, and financial reporting and issues;

  • Prepares grant drawdowns along with monthly, quarterly and annual reports; updates milestones and Transit related financial projects

  • Ensures staff and contractors complete and maintain financial, operating, safety, security, drug and alcohol reporting; collaborates with KCATA, UG, KDOT and County purchasing department on encouraging the use of veteran and minority owned businesses and small business enterprises.

Requirements

  • Bachelor’s degree in Accounting or other related field
  • 6 years of direct experience with the management of Federal Transit Administration grant funding programs.
  • Master’s degree in Public Administration or other related field
  • 5 years experience in local government or quasi-governmental organization.
  • Attention to detail.
  • Analytical skills, including research skills, ability to interpret data, ability to conceptualize, ability to analyze information, and ability to write formal recommendations based on findings.
  • Basic mathematical and accounting skills
  • Budget-related skills, including advanced accounting, math, and statistics skills.
  • Human Relations/Interpersonal skills
  • Written communication skills, including business writing, report writing, summarizing, and editing skills.
  • Ability to maintain confidentiality.
  • Project management skills, including organization, coordination of duties, and/or accomplishment of goals.
  • Working knowledge of public sector administration.
