ACES is seeking Human Capital Managers to support the DoD CIO. Onsite Work requires ACTIVE SECRET CLEARANCE on 5 Year Contract starting immediately at Mark Center, Alexandria VA. This role provides technical advice and guidance on Cyber Excepted Service (CES) personnel matters, supporting DoD Component leaders, HR offices, and the broader workforce. The position requires extensive federal HR experience, deep knowledge of Title 5 and Title 10 authorities, and proven expertise in recruitment and staffing to support personnel system management and CES oversight.
Responsibilities
~2 min readRecruitment and Staffing:• Provide expert advice on procedural and regulatory requirements governing CES recruitment, ensuring compliance with federal HR laws and policies.• Assist and advise CES component stakeholders throughout the staffing process, tailoring communication to diverse audiences.• Guide Component POCs on proper coding and processing of CES personnel actions using current automated HR systems.• Review and validate justifications for special salary rates, recruitment and retention incentives, and other hiring authorities.
Recruitment and Staffing Policy:• Review and contribute to the development and revision of CES staffing policies and procedures, ensuring clarity, compliance, and operational effectiveness.• Draft CES supplemental guidance documents, issue papers, and policy materials to strengthen oversight and execution.• Research and analyze the interrelationships between federal personnel systems (e.g., GS, FWS, DCIPS, Demonstration Projects) and their impact on CES.• Provide technical HR advice and guidance on CES-related matters to DoD Component leaders, HR offices, and the general workforce.
Additional Responsibilities:• Support the revision, development, and publication of DoD Cybersecurity Workforce Framework (DCWF) content in coordination with DoD CIO and stakeholders.
• Research and draft responses to component inquiries, ensuring accuracy and alignment with CIO priorities.• Assist in coordinating staff actions across the Workforce Innovation Directorate (WID) team.• Support government leadership in stakeholder engagement, including drafting correspondence, responding to inquiries, and interfacing with DoD personnel across all levels.• Collaborate with other groups and offices to ensure joint HR and workforce development initiatives align with mission objectives.• Prepare and deliver briefings, multimedia presentations, white papers, and memoranda to inform senior leaders and support decision-making.• Maintain accountability for assigned tasks, delivering high-quality products on time and in compliance with DoD standards.
• Clearance: Active Secret• Education/Experience: Master’s degree in field related to tasking with 12 Years of relevant experience.• Technical: 7+ years of federal HR experience (preferably with DoD), demonstrating expertise in recruitment and staffing to support personnel system management and oversight of the CES. In-depth knowledge of Title 5, Title 10, and Department of Defense personnel policies. Experience as a civilian GS/GG-0201 in Recruitment and Staffing is crucial for this role.• Soft Skills: Must possess strong verbal and written communication skills to represent the interests and positions of DoD CIO. Advanced MS Word and PowerPoint skills; proficient Excel and Outlook application skills
