This role combines project management, operational leadership, and procurement oversight to support a growing, mission-driven organization operating in a federal grant-funded environment. The Director will serve as the primary owner of procurement processes and policies, guiding internal stakeholders through procurement and contracting activities from planning and scope of development through award, execution, and administration. The role requires strong organizational and cross-functional leadership skills and the ability to balance compliance requirements with practical operational needs. The Director will oversee external procurement support resources and initially participate in certain day-to-day procurement activities while building a scalable procurement function including additional internal staffing and systems that support efficient procurement operations across the organization.

  • Procurement Compliance & Governance - Maintain and oversee implementation of established procurement policies, procedures, and controls, ensuring procurements are conducted in compliance with organizational and audit requirements, grant obligations, and applicable regulations. Maintain complete, accurate, and audit-ready procurement files and documentation, ensuring compliance with federal and internal standards.
  • Process Improvement & Systems - Identify opportunities to improve how procurement processes are executed by streamlining information collection, reducing administrative burden, improving transparency, and implementing workflow and system solutions that support internal users. Drive continuous improvements that increase efficiency and consistency while preserving compliance with established procurement requirements and approval processes.
  • Contracts Administration & Information Management - Support effective contract administration by ensuring procurement records, contract documentation, approvals, and related information are organized, accessible, and appropriately linked throughout the procurement and contract lifecycle. Partner with Legal, Finance, and other stakeholders to support contract tracking, reporting, renewals, and the development of contract management tools and systems that reduce organizational risk and improve visibility.
  • Strategic Procurement Advisory - Provide practical guidance to internal teams on procurement requirements, documentation standards, and decision-making throughout the procurement process, including advising on procurement approaches that best support organizational priorities, timelines, and funding requirements. Help identify procurement risks, escalation needs, and strategic considerations early in the process to support sound decision-making and successful project execution.
  • Function Management & Team Development - Oversee external procurement support resources and ensure day-to-day procurement activities are executed effectively and consistently. Support the continued maturation of the procurement function, including assessing future staffing needs, developing operational capabilities, and helping build a scalable team structure over time.
