The Communications Manager shall be responsible for the management, supervision, and strategic direction of the Communications Center. This includes ensuring operational readiness, compliance with local, state, and federal regulations, and the effective use of technology such as Computer-Aided Dispatch (CAD) and radio networks. The Communications Manager shall provide direct leadership and supervision to all Communications Supervisory Staff and assistance to assigned personnel in the Communication Center, with the additional responsibilities of monitoring subordinates, policy review, outside agency communications liaison, employee training and evaluations and custodian of dispatch records. Additional responsibilities may be added as needed.

Must be at least 21 years of age. Must be able to type 40 wpm with 90% accuracy. Must be able to work all shift work schedules. Hours will be varied.

Bachelor's degree from an accredited college or university with major course work in Communications, Criminal Justice, Public Administration and/or experience in related field with a minimum of seven (5) years of public safety communications experience, including three (3) years of supervisory responsibility, or a minimum of seven (7) years of direct public safety communications experience, including three (3) years of supervisory responsibility.

  • Extensive knowledge of emergency communications administration, public safety functions, and related laws/regulations
  • Strong leadership, decision-making, and problem-solving skills.
  • Technical proficiency with CAD, radio systems, and data management tools
  • Ability to work varied hours, including after-hours emergencies
  • Familiarity with federal and state emergency management laws
  • Develops and implements policies, procedures, and protocols for emergency call handling, dispatching, and incident reporting
  • Monitors the regulatory environment for changes affecting emergency communications, forecast needs, and implements new technology, policies, and procedures
  • Coordinates with fire, police, EMS, and other agencies to improve interoperability and response efficiency (monthly protocol meetings)
  • Establishes performance indicators and analyzes data (e.g., call volumes, response times) to identify improvements
  • Ensures compliance with federal and state protocols
  • Knowledge in CJIS Standards and requirements
  • Knowledge of basic computer skills.
  • Skill in multi-tasking and handling stressful situations.
  • Skill in listening attentively, comprehending and applying information received.
  • Ability to attend trainings in and out of town as needed.
  • Ability to communicate in English, both verbally and in writing and in person and on the telephone.
  • Ability to maintain a high standard of confidentiality.
  • Ability to Complete Texas DPS course on TCIC/NCIC within one year of employment.

The work is light and requires the ability to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required: crawling, fingering, grasping, handling, hearing, lifting, mental acuity, pushing, reaching, repetitive motions, speaking, talking, visual acuity, and walking.
