The Deputy Director of Finance – Revenue Administration position is designed as a progressive career path within the local government Finance Department, responsible for supporting and overseeing the administration of Property Tax and Occupational Tax functions. This position is structured to allow the incumbent to assume increasingly complex duties, decision-making authority, and leadership responsibilities such as training, experience, certifications, and demonstrated expertise increases.
The role is immediately responsible for planning, directing, and overseeing the operations of the Property Tax and Occupational Tax divisions within the Finance Department. This position ensures accurate assessment, billing, collection, reporting, and compliance of all property tax and occupational tax revenues in accordance with applicable federal, state, and local laws, ordinances, and policies.
The position provides strategic leadership for revenue administration functions, provides guidance to division managers, leads in the developing standard operating procedures for the Business License and Property Tax divisions, and collaborates with internal departments and businesses, to ensure efficient and effective tax administration.
The position provides an opportunity for expansion of revenue oversight to include Utility analysis and budgetary components. Progression through levels is based on demonstrated competencies, successful completion of training, increased technical knowledge, and the operational needs of the department.

Essential Job Functions:
Essential Duties and Responsibilities
- Oversee daily operations of the Property Tax and Occupational Tax divisions.
- Ensure timely and accurate billing, collection, reconciliation, and reporting of property tax revenues, business licenses, and occupational taxes.
- Monitor compliance with local ordinances, state statutes, and applicable regulations related to tax assessment and collections.
- Develop, implement, and maintain policies, procedures, and internal controls for tax administration activities.
- Supervise, train, and evaluate division managers; establish performance standards and division goals in alignment with departmental mission.
- Coordinate with the Tax Assessor’s Office, Tax Commissioner’s Office, Legal Department, and external agencies as necessary.
- Manage delinquent tax collection efforts, appeals, audits, exemptions, and enforcement actions.
- Analyze revenue trends, prepare financial and operational reports, and provide recommendations to Finance Director.
- Respond to complex taxpayer inquiries, disputes, and appeals in a professional and timely manner.
- Support implementation and optimization of tax administration software systems and process improvements.
- Ensure excellent customer service standards for residents, businesses, and stakeholders.
- Direct operational functions of the Property Tax and Occupational Tax divisions.
- Develop divisional policies, procedures and compliance standards.
- Supervise staff and evaluate performance.
- Lead software implementation and process modernization initiatives.
- Manage complex division audits, enforcement actions, and appeals.
- Participate in budget preparation and long-range revenue forecasting.
- Serve as subject matter expert for tax administration matters.
- Assume managerial responsibilities in the absence of department leadership.
- Thorough knowledge of local government property tax and occupational tax laws, ordinances, and regulations.
- Knowledge of municipal finance, revenue forecasting, and internal controls.
- Strong supervisory and leadership skills.
- Ability to interpret legal and financial documents.
- Strong analytical, organizational, and problem-solving abilities.
- Excellent written and verbal communication skills.
- Ability to manage sensitive and confidential information.
- Proficiency in financial management systems, tax software, and Microsoft Office Suite.
- Bachelor’s degree in Finance, Accounting, Public Administration, Business Administration, or related field
- Five to seven (5–7) years of progressively responsible managerial experience in government tax administration, municipal revenue, or related field
- A minimum of five (5) years of supervisory or managerial experience
- Master’s degree in Public Administration, Finance, Accounting or related field
- Certification in government finance, tax administration, or public management
- Experience with municipal ERP and tax systems (such as CentralSquare or similar platforms)
