Reports To: Chief Operating Officer (dotted line to Chief Medical Officer; CEO for Human Rights matters)

Location: Brockton, MA (local travel required)

Hours: 40 per week

Salary Range: $130,000 - $160,000

Why This Role Matters:
 The Vice President of Quality Systems, Risk & Compliance is the enterprise leader responsible for designing, implementing, and sustaining a unified quality, compliance, risk, and human rights framework across the combined agency. The role provides executive oversight of the Quality Management System, regulatory readiness, incident management, investigations, human rights governance, performance improvement, policy governance, and quality analytics. Working in close partnership with the COO, CMO, CEO, operations leaders, and clinical leadership, the Vice President ensures that quality systems are not only defined but consistently executed, measured, and enforced across all service lines.

What You'll Do:

  • Own and continuously improve the enterprise Quality Management System (QMS), ensuring a single, disciplined framework for regulatory readiness, quality assurance, risk oversight, performance improvement, and corrective action across the merged organization.
  • Direct the agency's quality and compliance strategy to ensure full alignment with Massachusetts and federal regulatory expectations. This includes maintaining primary oversight for DDS, DMH, DPH, MassHealth, BSAS & HUD standards, and leading the organization through successful CARF accreditation and rigorous HIPAA audits.
  • Oversee enterprise incident management, investigations, internal audits, corrective action planning, and follow-up processes to ensure timeliness, consistency, independence, and defensible documentation.
  • Maintain executive oversight of Human Rights and Client Relations functions, ensuring protection of the Human Rights Independence Clause, and strong family and stakeholder engagement.
  • Develop and implement comprehensive quality improvement programs to enhance service delivery and client outcomes.
  • Oversee the organization's privacy program to ensure compliance with HIPAA and other privacy regulations.
  • Develop and maintain policies and procedures that align with best practices in quality, compliance, and privacy.
  • Provide training and guidance to staff on quality improvement, regulatory requirements, and privacy standards.
  • Monitor and evaluate program outcomes, identifying opportunities for process improvements.
  • Lead timely audits, investigations, and corrective action plans to address compliance concerns.
  • Collaborate with leadership to develop and implement performance metrics for continuous improvement.
  • Serve as the primary point of contact for external audits, regulatory bodies, and accreditation organizations.
  • Provide leadership in promoting a culture of quality, accountability, and continuous improvement.
  • Design and lead a comprehensive Risk Management framework that anticipates and actively manages strategic, operational, and reputational risks.
  • Partner with leadership in leading, developing and executing a comprehensive PBS Action Plan that spans all service tiers (Universal, Targeted, and Intensive) to foster a stable, proactive environment for all people in our services.
  • Identify internal and external talent for key open positions and help direct reports build a strong talent pipeline and succession planning through internal and external recruitment.
  • Build strong teams within their function and create an environment that fosters employee engagement through regular recognition, employee appreciation and people development.
  • Participate in the Strategic Planning process, including committee and sub-committee participation and/or management, and developing and implementing plans that meet strategic goals.
  • Cultivate an environment where the core philosophy of Universal Supports is embraced and promoted across all teams.
  • Oversee medication occurrence monitoring, infection prevention coordination, health and safety-related quality trends, and alignment with clinical leadership on system-level risk reduction strategies.

What You Bring (Requirements):

  • Education: Master’s degree in Healthcare Administration, Public Health, or a related field preferred.
  • Experience: Minimum of 7-10 years of progressive leadership experience in quality, compliance, risk, human rights, or related oversight functions within healthcare, behavioral health, developmental disability services, or human services.
  • Regulatory Expertise: Demonstrated experience leading audits, regulatory surveys, incident management, investigations, corrective action planning, and enterprise quality systems.
  • Change Leadership: Demonstrated success leading cross-functional change, standardizing processes, and strengthening accountability across multiple service lines or sites.
  • Skills: Strong leadership presence with the ability to influence across service lines and hold teams accountable to enterprise standards. Excellent judgment, integrity, and discretion when managing sensitive incidents, investigations, complaints, and rights-related matters.
  • Analytical Capability: Strong analytical capability, including use of data, dashboards, and trend analysis to drive decisions and improvement.
  • Communication: Excellent verbal and written communication skills, including the ability to communicate clearly with executives, funders, families, and community partners.
  • Technical Proficiency: Proficiency with Microsoft Office, eHana, and relevant documentation, reporting, and data systems.
  • Requirements: Must have a current US driver's license and one year of driving experience. Must be able to travel off-site, complete First Aid/CPR and PABC, and occasionally climb stairs or lift up to 25 pounds.

  • Strong project management and process discipline with the ability to move complex initiatives from design through implementation and sustainability.
