About Your Role

CMTS is seeking an experienced Quality Assurance Lead to support a major airport capital improvement program in Tampa, Florida. The Quality Assurance Lead will serve as the primary quality representative on behalf of the airport owner. This position is responsible for overseeing construction quality assurance activities, reviewing contractor quality control programs, conducting inspections and audits, managing quality documentation, and ensuring compliance with project specifications, airport authority requirements, applicable building codes, and FAA standards.

The successful candidate will possess extensive construction QA/QC experience, strong knowledge of airport construction practices, and the ability to lead quality personnel while coordinating with contractors, design-build teams, testing agencies, consultants, and airport stakeholders.



Required Education 

  • Bachelor’s degree in Civil Engineering, Structural Engineering, Construction Management, or a related field is preferred.
  • An associate degree with relevant professional experience may be accepted.
  • A high school diploma with extensive airport construction and inspection experience may be considered.



Preferred Certifications and Licenses

One or more of the following certifications are preferred:

  • American Welding Society certification
  • International Code Council certification
  • American Concrete Institute certification
  • American Society for Nondestructive Testing certification
  • Other relevant construction quality assurance or quality control credentials



Required Qualifications

  • Minimum of 10 years of experience providing construction quality assurance, quality control, or inspection services.
  • Minimum of three years of experience supporting major airport, transportation, aviation, or similarly complex capital improvement projects.
  • Familiarity with FAA guidelines, airport design and construction standards, and applicable building codes.
  • Strong understanding of construction materials, construction means and methods, and inspection procedures.
  • Ability to interpret construction drawings, specifications, shop drawings, and technical documentation.
  • Experience reviewing structural shop drawings, submittals, requests for information, material certifications, mill test reports, and inspection test reports.
  • Demonstrated ability to identify non-conforming work, document deficiencies, monitor corrective actions, and verify resolution.
  • Experience managing multiple contractors, consultants, testing agencies, and project stakeholders.
  • Strong knowledge of quality assurance documentation, inspection reporting, deficiency tracking, and project closeout requirements.
  • Excellent written and verbal communication, reporting, leadership, and conflict-resolution skills.
  • Ability to work effectively within a large, complex capital program environment.



Preferred Qualifications

  • Previous experience representing an owner or owner’s representative on public agency construction projects.
  • Experience working on active airport terminal, airside, landside, roadway, utility, or facility construction projects.
  • Working knowledge of airport operations, FAA requirements, TSA regulations, and airport security coordination procedures.
  • Experience with Design-Build or Construction Manager at Risk project delivery methods.
  • Experience developing, implementing, or refining a project Quality Assurance Program.
  • Demonstrated experience supervising, mentoring, or managing quality assurance and inspection staff.
  • Proficiency with quality and project management systems such as Procore, e-Builder, Primavera, or Kahua.
  • Knowledge of airport construction phasing, maintenance of traffic, and construction activities performed within active airport environments.



Key Responsibilities

  • Serve as the lead Quality Assurance representative on behalf of the airport owner.
  • Support the delivery of safe, compliant, and high-quality airport construction projects.
  • Lead and coordinate the activities of quality assurance inspectors and related project personnel.
  • Review contractor Quality Control Programs, quality manuals, Inspection and Test Plans, and supporting QA/QC documentation.
  • Verify that contractor quality procedures comply with project specifications, contractual requirements, FAA standards, building codes, and airport authority guidelines.
  • Conduct independent quality assurance inspections, audits, observations, and surveillance activities.
  • Inspect construction materials, workmanship, structural components, systems, and installations across terminal, airside, and landside facilities.
  • Verify that inspections and testing activities are completed in accordance with approved Inspection and Test Plans and construction documents.
  • Review structural shop drawings, material submittals, RFIs, product certifications, mill test reports, laboratory testing results, and inspection reports.
  • Identify non-conforming work and prepare deficiency reports, non-conformance reports, and corrective action documentation.
  • Coordinate with contractors, design-build teams, consultants, testing agencies, and project stakeholders to resolve quality-related issues.
  • Track deficiencies and corrective actions through final verification and closure.
  • Develop and maintain QA logs, inspection reports, audit records, photographs, deficiency trackers, and quality documentation.
  • Prepare quality information for monthly progress reports, executive reporting, and project closeout packages.
  • Participate in QA/QC meetings, pre-activity meetings, readiness reviews, coordination meetings, and stakeholder walkthroughs.
  • Represent the interests of the owner during inspections, testing, commissioning, turnover, and project closeout.
  • Support commissioning and turnover activities by verifying that quality records are complete, approved, signed, and submitted in accordance with contractual milestones.
  • Monitor construction phasing, maintenance of traffic, operational impacts, and quality activities within active airport environments.
  • Assist with the development and continuous improvement of the program’s Quality Assurance procedures and standards.



Compensation

$130,000



Bonus Opportunity

Employees may be eligible for discretionary bonus compensation based on factors including individual performance, employee utilization, attendance, tenure, and contributions toward corporate and non-financial organizational goals.

Bonus opportunities are granted at management’s discretion.
