Triad Associates (part of the Concordia Wireless family) is a nationwide construction services firm specializing in the development of wireless communication sites, with a focus on supporting telecom networks. We are contracted by major carries to facilitate network upgrades including conversions from 4G to 5G. Our services include construction management, electrical and civil modernization, antenna and line (A&L) tower work, tower maintenance, fiber optic network deployment, commissioning and integration, directional boring, trenching, and excavating. Our expertise spans a wide range of projects.
 
We are seeking a detail-oriented and experienced Government Civil Works Estimator to support the planning and execution of public-sector civil infrastructure projects.
 
Pay Range: $75,000 - $80,000 annually
Factors, such as but not limited to, geographical location, relevant experience, education, and skill level may impact the pay for this position

 Responsibilities:
  • Develop comprehensive cost estimates including:
    • Labor, equipment, materials, and subcontractor costs
    • Temporary works, mobilization, and general conditions
    • Overhead, profit, contingency, and escalation factors
  • Analyze project scope to identify risk areas, cost drivers, and constructability issues. Prepare complete bid packages for DOT, Federal agencies, State and municipal agencies. Ensure compliance with Public bidding laws and procurement regulations, Prevailing wage laws (e.g., Davis-Bacon Act)
  • Assemble and submit:
    • Bid forms
    • Schedule of values
    • Required certifications and affidavits
  • Solicit and evaluate bids from subcontractors and suppliers.
  • Negotiate pricing and scope clarifications.
  • Identify project risks, including Geotechnical uncertainties, Utility conflicts, Environmental permitting constraints, Traffic control challenges
  • Provide value engineering recommendations to improve cost efficiency without compromising quality.
  • Develop alternative construction methods and phasing strategies.
  • Develop preliminary project schedules
  • Participate in bid openings and analyze results.
  • Assist with contract negotiations and clarifications.
  • Provide handoff documentation to project management teams.
  • Support change order pricing and cost validation during construction.
  • Conduct pre-bid site visits to assess Existing conditions, Access constraints, Environmental factors
 Qualifications
  • Bachelor’s degree in Civil Engineering, Construction Management or Engineering Management preferred
  • 5–10+ years of estimating experience in heavy civil construction or public infrastructure projects
  • Prefer CPE or PMP
  • Proven experience bidding government contracts (DOT, municipal, or federal).
  • Proficiency in estimating software
  • Strong knowledge of civil construction methods and equipment, earthwork, paving, utilities, structures
 
Working Conditions 
  • Primarily office-based with:
    • Extended hours during bid cycles
    • Occasional travel to job sites
  • High-pressure deadlines driven by fixed bid submission timelines
