Responsible for developing and executing overall HR policies, standard operating procedures, and cross-functional projects to support business goals. Manage the complete lifecycle of HR policies and processes—from formulation, rollout, and training to continuous assessment—ensuring full compliance with labor laws and fostering a high-performing, collaborative organizational culture.

 

Responsibilities

  • →HR Policy & Process Management: Develop, maintain, and update HR policies, standard operating procedures (SOPs), employee handbooks, and work rules aligned with current regulations and organizational values. Map and streamline HR operational workflows to optimize efficiency and user experience across departments.
  • →Policy & Process Implementation & Rollout: Lead the implementation and change management of new or revised HR policies and processes. Manage organization-wide announcements, rollouts, and compliance audits to ensure seamless integration and adherence.
  • →Employee Training & Education: Design and deliver training programs and educational sessions on HR policies, compliance requirements, and operating procedures for managers and employees, enhancing organizational awareness and alignment.
  • →Execution & Impact Assessment: Establish evaluation frameworks and key metrics to measure the adoption, effectiveness, and operational impact of HR policies and processes. Gather user feedback to drive continuous improvement.
  • →Compliance & Operational Administration: Monitor labor law updates and ensure all HR operations comply with statutory and industry requirements. Oversee official document handling, corporate seal usage, and court-ordered wage garnishments (including check issuance and dispatch).

Requirements

  • Proven working experience as an HR Manager or HR Executive.
  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • In-depth knowledge of local labor law, HR best practices, and hands-on experience in policy/SOP design, rollout, and process optimization.
  • Demonstrated capability in designing employee training programs, driving change communication, and evaluating policy effectiveness.
  • Proven ability to architect HR strategy along with strong leadership skills.
  • Excellent active listening, negotiation, presentation, and relationship-building skills across all organizational levels.
  • People-oriented and results-driven mindset.

 

  • Experience in Workday system is highly preferred.
  • Experience in handling labor disputes, government labor inspections, or labor mediation is a plus.
