Responsibilities will include managing GIS platforms for analyzing spatial data to support decision-making across all phases of a disaster—prevention, mitigation, preparedness, response, and recovery. The position will create comprehensive maps and conduct analyses to assess risks, track events, coordinate rescue and relief efforts, and monitor long-term rebuilding, ultimately saving lives and reducing damage\r\n\r\n\r\nThis position will be a key player in the planning and development of present and future GIS services. This position will involve daily interaction with senior-level management, elected officials, and intergovernmental partners. DEMHS is looking for a self-starter who has strong interpersonal skills, can work on multiple projects, and is a great problem solver. GIS is a critical component of an emergency management program, and our goal is to recruit a GIS innovator that can take Connecticut’s emergency management GIS Program to next level.\r\n\r\n\r\n\r\nHighlights of this position include:\r\n\r\n\r\n Serve as the Emergency Management GIS Coordinator;\r\n Serve as representative of the state Emergency Management GIS Working Group;\r\n Facilitate the development of public facing and internal planning maps demonstrating hazards, critical infrastructure, and other critical resources;\r\n Support the development and administration of multiple emergency management programs, which may include complex components of hazard and threat identification, risk assessment, emergency planning, capability development, and training and exercises;\r\n Perform GIS data analysis, management, and display;\r\n Perform complex or specialized data conversions as needed to conform to Connecticut GIS data standards;\r\n Analyze customer business needs to define appropriate GIS products or services; design and create maps;\r\n Coordinate with GIS professionals to ensure successful delivery of GIS data, products, and services;\r\n Coordinate with municipal, tribal, state, federal, and other partners on emergency operations plans and procedures;\r\n Responsible for staffing a position in the State Emergency Operations Center during activations.\r\n\r\nABOUT US\r\n\r\nWorking closely with local, state, federal, tribal, and private sector partners, the Division of Emergency Management and Homeland Security (DEMHS) provides a coordinated, integrated program for statewide emergency management and homeland security.\r\n\r\n\r\nFocusing efforts to mitigate the impacts and protect against the complex threats and hazards in today's modern world requires a deeper understanding of the social, economic, and environmental systems around us. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the development and implementation of research projects. \r\n

EXAMPLES OF DUTIES

\r\n\r\n Performs most complex duties in area of research design and implementation;\r\n Develops and conducts formal research methodologies and procedures and analyzes and evaluates data;\r\n Designs data collection forms and develops procedures;\r\n Performs complex statistical analysis;\r\n Prepares comprehensive narrative and statistical reports;\r\n May prepare special reports for agency officials in response to inquiries from legislature or the public;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n Considerable knowledge of\r\n \r\n research methods and techniques;\r\n principles, concepts and methods of statistical analysis;\r\n \r\n \r\n Knowledge of agency related policies and procedures as related to research;\r\n Considerable\r\n \r\n oral and written communication skills;\r\n interpersonal skills;\r\n \r\n \r\n Considerable ability to analyze data;\r\n Ability to develop programs and use prepackaged computer programs to perform data analysis.\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of a Research Analyst.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n \r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n \r\n \r\n A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.\r\n \r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience working with industry-standard geographic information systems (GIS) software (e.g., ArcGIS Pro, QGIS) and performing spatial analysis to solve geographic problems;\r\n Experience working with imagery, elevation, or hydrography data;\r\n Experience with Extract, Transform, Load (ETL) processes, data science, and scripting and query languages (SQL, Python, R, JavaScript) in relation to large datasets;\r\n Experience managing Geographic Information System (GIS) projects from inception to completion, including timeline planning, resource allocation, stakeholder engagement, and the delivery of quality assurance (QA) or quality control (QC) verified results;\r\n Experience in Geographic Information System (GIS) requirements gathering and workflow design, with a focus on interpreting business needs to develop scalable spatial databases, web maps, or analytical tools;\r\n Experience with data discovery, dissemination, and conditioning (i.e., spatializing non-spatial data, schema transformations, error correction, etc.);\r\n Experience coordinating the collection, compilation, and dissemination of data across multiple constituencies;\r\n Experience managing public access to data;\r\n Experience explaining multifaceted technical subject matter to stakeholders from different industries and government levels.\r\n\r\n\r\n
