Learn more about Connecticut here.�\r\nYOUR ROLE\r\nThe Children and Families Program Supervisor provides\r\nleadership and strategic oversight for regional operations within the Family\r\nand Community Division (FCD), ensuring the delivery of high-quality services to\r\nchildren, families, and caregivers.�\r\nThis role is responsible for:\r\n\r\n\r\n Supervising\r\n multiple regional area offices,\r\n Managing a diverse workforce of supervisors and\r\n social work staff, and;\r\n Overseeing critical program functions including\r\n caregiver recruitment, licensing, placement services, kinship support, and\r\n community collaboration.�\r\n\r\nThe Program Supervisor ensures compliance with\r\nfederal, state, and departmental mandates while advancing policy\r\nimplementation, quality assurance, and continuous improvement initiatives.\r\nServing as both a clinical and administrative leader, the position plays a key\r\nrole in program development, staff performance, stakeholder coordination, and\r\ndata-informed decision-making to support safe, stable, and family-centered\r\noutcomes.\r\n\r\n\r\n\r\nMore details about this position can be found within the 'Example of Duties' and the class specification.\r\nABOUT US\r\n\r\nDCF has a mission to work together with families and communities so that children can grow up healthy, safe, smart, and strong.�\r\n\r\n\r\nSTART WITH US. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Children and Families this class is accountable for managing administrative child welfare/protective services programs.\r\n

EXAMPLES OF DUTIES

\r\n\r\n\r\n Manages a component of a program within the agency including oversight of the development and evaluation of specific clinical or behavioral programs;�\r\n Ensures specialized services/programs are in compliance with federal, state and department mandates;�\r\n Identifies and develops new programs and funding sources;�\r\n Schedules, assigns, oversees and reviews work of staff;�\r\n Provides training and assistance to staff and/or outside providers;�\r\n Conducts performance evaluations;�\r\n Determines priorities and plans office work;�\r\n Establishes and maintains office procedures;�\r\n Develops or makes recommendations on development of policies and standards;�\r\n Acts as liaison with other operating units, agencies, outside officials and community regarding policies and procedures, available services and coordination of resources;�\r\n Prepares reports and correspondence;�\r\n Consults with staff on difficult cases;�\r\n Oversees maintenance of records;�\r\n Collects and analyzes program data;�\r\n May interact with clients and caretakers;�\r\n May interact or hear cases concerning retention of a child in community vs. institutionalization;�\r\n Performs related duties as required.\r\n\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n\r\n Considerable knowledge of\r\n \r\n relevant agency policies and procedures;�\r\n and understanding of case work principles, methods, and techniques;�\r\n factors which influence attitudes and behavior of individuals and families;�\r\n community resources and available services;�\r\n \r\n \r\n Knowledge of\r\n \r\n legal basis for departmental programs and requirements;�\r\n child development;�\r\n mental health and behavioral challenges facing children and youth;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Supervisory ability.\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in the field of child welfare, children's protective services, foster services, adoption or social and human services.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

\r\nOne (1) year of the General Experience must have been in a supervisory capacity over professional staff responsible for planning, developing or implementing administrative or program services in child welfare, children's protective services, children's mental health or juvenile justice.��\r\n\r\n\r\nNOTE: For state employees this experience is interpreted at the level of a Social Work Supervisor.\r\n\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree or other advanced degree in behavioral science, public administration, education, social work or a closely related field may be substituted for one (1) additional year of the General Experience.�\r\n For state employees, two (2) years of experience as a Children Services Consultant may be substituted for the General and Special Experience.\r\n\r\n\r\nNOTE: Closely related fields are: child welfare, applied sociology, social and/or human services, clinical psychology, child development, criminal justice, counseling, human development and family relations, human service, marriage and family therapy.\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience supervising intake and permanency functions\r\n \r\n Experience working with foster care recruitment and retention events\r\n \r\n Experience utilizing Microsoft Office tools such as Excel, SharePoint, and\r\n Teams\r\n \r\n Experience with unit-level reporting and monitoring staff performance metrics.\r\n \r\n Experience establishing, maintaining, and representing the agency with internal\r\n and external stakeholders.\r\n\r\n\r\n
