POSITION SUMMARY:
 
World Relief seeks an RCA Program Supervisor who will manage and oversee the Refugee Cash Assistance (RCA) Program, ensuring effective and compliant service delivery to clients. This role involves reviewing and confirming eligibility documentation for referred clients, supervising case management staff, coordinating service plans, monitoring case progress, and ensuring program adherence to federal, state, and organizational guidelines. The Supervisor will also play a key role in the recruitment, training, and professional development of case management staff. The Supervisor will work in close partnership with the Eligibility Specialist and report to the Integration Program Manager. 
 
 

This is a limited-term position funded through a grant agreement until September 30, 2026, and contingent upon funding extension.

Hybrid Schedule: Monday-Friday; 3 days in the office, 2 work from home days.

 
Program Implementation  
  • Oversee the daily operations of the RCA program, ensuring adherence to federal, state, and organizational requirements.  
  • Partner with the Eligibility Specialist and the Integration Program Manager to develop and implement program procedures and operational workflows.  
  • Ensure timely and accurate management of RCA cases including: payments, compliance verifications, intake, and case closures.  
  • Assist in monitoring the distribution process of cash assistance to ensure it meets the needs of eligible clients.  
  • Eligibility Review and Case Intake  
  • Review and confirm eligibility documentation for clients referred to the RCA programs.  
  • Coordinate with the Eligibility Specialist on complex or unclear cases, and escalate to the Integration Program Manager when needed.  
  • Ensure eligibility determinations and case enrollments are completed accurately and within required timeframes.  
  • Maintain consistent processes for receiving, reviewing, and routing referral documentation across the team.  
  • Staff Supervision  
  • Recruit, train, supervise, and evaluate RCA program staff, interns, and volunteers.  
  • Provide ongoing coaching and support to staff to ensure high-quality service delivery.  
  • Conduct regular 1:1 supervision meetings with staff to provide case consultation, feedback, and professional development.  
  • Assign and balance caseload distribution among Program Specialists based on workload and client needs.  
  • Conduct and participate in regular team meetings to review program performance, address challenges, and plan for ongoing improvements.  
  • Client Services  
  • Manage a caseload of up to 50% of the position's time, providing direct services to RCA clients as operationally needed.  
  • Ensure that all RCA clients receive thorough and respectful services throughout the duration of their case.  
  • Oversee the development and monitoring of individual service plans for RCA clients.  
  • Coordinate with case managers and other program staff to ensure comprehensive support for clients.  
  • Ensure that proper assessments for each client are made through life of the case until case closure.  
  • Compliance and Reporting  
  • Ensure program compliance with all relevant federal, state, and local regulations.  
  • Conduct regular case file reviews and quality assurance checks to ensure documentation accuracy and program compliance.  
  • Maintain accurate and up-to-date client records and program documentation.  
  • Prepare and submit timely reports to the Integration Program Manager, funders, and stakeholders.  
  • Assist in conducting regular audits of client files and program processes to ensure quality and compliance.  
  • Community Engagement and Partnerships  
  • Build and maintain relationships with community partners, employers, service providers, and other stakeholders.  
  • Represent World Relief Texas at community meetings, events, and forums.  
  • Advocate for the needs and rights of refugees and asylees within the community.

  • This role is responsible for supervising others and includes responsibilities consistent with supervising employees, including but not limited to monitoring daily work activities, tracking and approving timesheets including approving time off, monitoring performance including entering goals, progress check-ins, and weekly or bi-weekly check-ins, documenting performance concerns, entering staff promotions, transitions, and separations in HRIS within required time frame. Managers at World Relief are also considered spiritual leaders and are expected to lead staff in a manner consistent with our Christian values, including but not limited to praying with staff, leading devotionals, and fostering a Christian environment in interactions with staff throughout World Relief.

  • Demonstrated mature and personal Christian faith and a demonstrated commitment to serving people in need.   
  • Bachelor's degree in Social Work, Public Administration, Human Services, or a related field is preferred.  
  • Minimum of 2-3 years of experience in social services or program management, preferably with refugee or immigrant populations.  
  • Experience with RCA, or other refugee benefit programs is highly desirable.  
  • Ability to manage multiple priorities and work effectively in a fast-paced environment.  
  • Ability to effectively manage stressful or crisis situations. 
  • Valid drivers license, access to reliable vehicle and ability to pass MVR standards 
  • Confident public speaker.  
  • Leadership and creative problem-solving skills.  
  • Ability to manage multiple demands in a fast-paced work environment. 
  • Supervisory experience is strongly preferred.
