Please list your license number on your application.\r\n \r\n\r\n\r\n\r\n\r\n\r\nWHAT WE CAN OFFER YOU:\r\n\r\n Visit our new State Employee Benefits Overview page;\r\n Professional growth and development opportunities;\r\n A healthy work/life balance to all employees!\r\n\r\n\r\n \r\n \r\n THE ROLE:\r\n \r\n The Consumer Protection Drug Control Agents assigned to the Cannabis Control Division can expect to:\r\n \r\n \r\n Assist in the coordination, planning and management of enforcement activities.\r\n Interpret, relay, and enforce pertinent laws.\r\n Conduct presentations to Law Enforcement organizations and local government about the laws regarding hemp, Adult-Use Cannabis, Medical Marijuana and infused beverages.\r\n Assist in the formulation of program goals and objectives and track their progress.\r\n Analyze and interpret data regarding cannabis and hemp.\r\n Collaborate with law enforcement and other state agencies to conduct compliance initiatives to ensure laws are being followed related to licensure and business activities.\r\n Summarize and communicate findings and corrective actions following inspections and investigations.\r\n Write reports to support administrative action as needed.\r\n Attend meetings and conferences with or in place of supervisor.\r\n Answer questions and review complaints from the public.\r\n Follow developments in hemp and cannabis laws and policies.\r\n Other related duties as required.\r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n ABOUT US:\r\n \r\n \r\n Our mission is to promote a fair and equitable marketplace and to ensure safe products and services for consumers. The department is comprised of several divisions, each of which oversees the different industries that it regulates.\r\n \r\n \r\n The Cannabis Control Division oversees compliance and enforcement of all laws and regulations concerning the sale and distribution of hemp, Adult-Use Cannabis, Medical Marijuana and infused beverages within Connecticut. We are responsible for the administration, compliance and enforcement of the state's Medical Marijuana Program and Adult Use Cannabis Program. This includes issuing licenses, performing inspections and conducting investigations at manufacturing and retailing establishments.\r\n \r\n \r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Consumer Protection, Division of Drug Control this class is accountable for independently performing the full range of inspection and investigation duties involved in the monitoring of drug, cosmetic and device distribution systems for compliance with state laws and regulations.\r\n
EXAMPLES OF DUTIES
\r\n\r\n Acts as consultant and advisor to manufacturers, wholesalers, laboratory licensees and health care professionals regarding safeguards for drug, cosmetic and device storage and handling and maintenance of standards required by state laws and regulations;�\r\n Inspects, monitors, reviews and evaluates all aspects of drug, cosmetic and device storage, security, recordkeeping, handling and distribution as required in each of the above mentioned areas;�\r\n Submits written reports regarding deficiencies and makes recommendations for corrective action;�\r\n Receives and destroys unwanted controlled substances from health care facilities and other law enforcement agencies;�\r\n Investigates all phases of drug, cosmetic and device distribution from raw materials to its ultimate usage;�\r\n Detects and investigates illegal activities of all registrants primarily in the area of diversion of controlled substances by health care professionals;�\r\n Conducts surveillances, raids, embargoes and seizures;�\r\n Interviews witnesses, suspects or arrested persons;�\r\n Assists other law enforcement agencies in similar investigations;�\r\n Statutorily authorized and empowered to obtain and serve search and seizure and arrest warrants, seize contraband and controlled substances and make arrest without warrant;�\r\n Testifies at criminal trials and administrative hearings;�\r\n Provides training to law enforcement personnel and nursing and pharmacy students;�\r\n Speaks before health care professionals and other interested citizens and groups;�\r\n Responds to disasters where drugs, cosmetics and devices are involved and identifies and removes from commerce those affected products that may be injurious to the health and safety of consumers;�\r\n Takes immediate action in response to recalls initiated by manufacturers of governmental agencies to remove drugs, cosmetics and devices from commerce that are suspected to be harmful to the general public;�\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n\r\n Considerable knowledge of\r\n \r\n composition and appearance of legal and illegal drugs and their use and abuse;�\r\n principles, practices and methods of institutional and commercial pharmacy practice;�\r\n \r\n \r\n Knowledge of\r\n \r\n and ability to apply relevant state and federal laws, statutes and regulations;�\r\n prescribing, dispensing and administration of drugs;�\r\n quality control and distribution control procedures;�\r\n inspection and investigatory techniques;�\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Ability to\r\n \r\n conduct investigations of illegal drug activity;�\r\n make independent judgments in the field;�\r\n prepare and conduct effective educational programs.\r\n \r\n \r\n\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience as a licensed pharmacist.\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience applying Chapters 420h (Regulation of Adult-Use Cannabis) or 420f (Palliative Use of Marijuana) of the Connecticut General Statutes in a cannabis retailer, hybrid retailer or dispensary.\r\n Experience with investigations, including collecting evidence, conducting interviews, performing research pertaining to findings, documenting the findings or testifying in a court of law.\r\n Experience performing or participating in compliance audits.\r\n Experience with conflict management to resolve employee or customer disputes.\r\n Experience with cannabis seed-to-sale tracking software, Microsoft Suite, SQL or Python.\r\n\r\n\r\n
SPECIAL REQUIREMENTS
\r\n Incumbents in this class must possess and retain a license as a registered Pharmacist in Connecticut.�\r\n Incumbents in this class may be required to work evenings, nights and weekends.�\r\n Incumbents in this class may be required to travel.�\r\n Candidates for this class are subject to selection standards pursuant to 7-294-a-e and the regulations of the Municipal Police Training Academy.\r\n\r\n
CHARACTER REQUIREMENTS
In addition to the checking of references and of facts in the application, a thorough background investigation of each candidate may be conducted before names are certified for permanent appointment.\r\n
PHYSICAL REQUIREMENTS
A physical examination may be required; incumbents in this class must have normal color vision.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or probability of physical harm.
