Specifically, this position manages and develops the Cultural District program (a statutory program of the COA/DECD) and all programs that support the development of vibrant, arts-rich municipalities.\r\nDuties include:�\r\n\r\n\r\n\r\n Ensures the growth and sustainability of the state Cultural District program\r\n Partners with organizations that provide support for the Cultural District program and the needs of Cultural District members, including but not limited to the Air Collaborative and CT Main Street\r\n Provides support, management, and capacity building tools to COAs Designated Regional Service Organizations, including developing, collecting, creating, and presenting information regarding program success that is backed by data\r\n Managing grant programs associated with the Cultural District program and the Designated Regional Service Organizations\r\n\r\n\r\nThe successful candidate should have knowledge of grant management procedures and software, data collection, and event planning. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Economic and Community Development and Housing this class is accountable for independently performing a full range of tasks in developing and promoting economic and community development programs.\r\n
EXAMPLES OF DUTIES
\r\n Promotes and coordinates\r\n economic, housing and community development activities and programs;\r\n Advises municipalities\r\n in developing comprehensive community development plans;\r\n Establishes and\r\n maintains contacts with and provides technical assistance to businesses and\r\n industries within and outside state;\r\n Performs specialized\r\n analyses and evaluations for development of standardized data and specific\r\n forecasts, performance indicators and preparation of statistical information\r\n needed to meet guidelines and requirements of funding agencies;\r\n Establishes and\r\n maintains contact with customers;\r\n Advises customers\r\n undertaking community development activity;\r\n Assists businesses and\r\n industries locating or expanding operations in Connecticut;\r\n Identifies economic,\r\n housing and/or community development resources available to businesses and\r\n industries and coordinates services;\r\n Reviews plans and\r\n proposals for conformity with statutory, regulatory and department\r\n requirements;\r\n Identifies and assesses\r\n customer needs and evaluates customer financial capacity and reliability;\r\n Acts as liaison between\r\n customers, business and financial organizations and government agencies;\r\n Conducts feasibility\r\n reviews;\r\n Underwrites proposals\r\n and makes appropriate recommendations;\r\n Negotiates financial\r\n packages with customers relying on municipal, state, federal and private resources\r\n and programs;\r\n Advocates on customer\r\n behalf requests for financial assistance and or related services;\r\n Coordinates and tracks\r\n proposals through departmental approval process;\r\n Prepares commitment\r\n letters, financial, statistical and administrative reports as needed;\r\n Assesses, develops\r\n and/or promotes domestic and international markets for Connecticut products;\r\n Develops and promotes\r\n Connecticut as a destination for business to out of state and international\r\n customers;\r\n Coordinates a marketing\r\n or promotion program;\r\n Develops, coordinates\r\n and conducts workshops, conferences and seminars to promote business\r\n development assistance;\r\n Assists communities in\r\n planning and developing housing, industrial parks and promoting business\r\n development;\r\n Provides technical\r\n assistance in grant application;\r\n May negotiate leasing or\r\n other contractual agreements for business opportunities of state owned\r\n facilities;\r\n May monitor and support\r\n business activities to maximize benefits of negotiated agreements;\r\n May monitor work\r\n performance of consultants;\r\n May monitor programs to\r\n ensure compliance;\r\n Performs related duties\r\n as required.\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Knowledge of\r\n \r\n local, state and federal\r\n economic, housing and community development programs and resources;\r\n local, state and federal\r\n laws, regulations and policies pertaining to economic, housing and community\r\n development;\r\n budgetary and financial\r\n principles and practices;\r\n planning principles and\r\n practices;\r\n comprehensive community\r\n development principles and practices;\r\n industry practices,\r\n markets and location issues;\r\n economic development\r\n assistance programs and financing;\r\n marketing principles and\r\n techniques;\r\n \r\n \r\n Considerable\r\n \r\n oral and written\r\n communication skills;\r\n interpersonal skills;\r\n \r\n \r\n Skill in planning,\r\n organizing and negotiating urban or economic and community development\r\n activities;\r\n Ability to\r\n \r\n establish and maintain\r\n effective working relationships;\r\n utilize computer\r\n software;\r\n \r\n \r\n Supervisory ability.\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of\r\nprofessional experience in corporate marketing and business development or\r\nbusiness experience including residential and/or commercial financing to\r\ninclude leverage financing, strategic planning, financial planning and analysis\r\nor project management experience with industrial, environmental, housing or\r\ncommunity development projects to include public financing or experience in\r\nurban planning and development.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in assisting in developing and promoting economic and community development programs.\r\n\r\n\r\nNOTE: For state employees this experience is interpreted at the level of an Assistant Economic and Community Development Agent.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training may be\r\n substituted for the General Experience on the basis of fifteen (15) semester\r\n hours equalling one-half (1/2) year of experience to a maximum of four (4)\r\n years for a Bachelor's degree.\r\n A Master’s degree in a\r\n related field may be substituted for one (1) additional year of the General\r\n Experience.\r\n Successful completion of\r\n a Connecticut Careers Trainee program approved by the Department of\r\n Administrative Services may be substituted for the General Experience and\r\n Special Experience.\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience working in the CT Office of the Arts economic and community development program/s\r\n Experience in a leadership role at an arts-based business or non-profit organization\r\n Experience applying the AIR Collaborative Economic Development model in community or economic development planning\r\n\r\n\r\n
SPECIAL REQUIREMENTS
\r\n Incumbents in this class may be required to travel.\r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.\r\n\r\n
