Schedule is Monday-Friday between 8:00am and 4:00pm, with hybrid opportunities available.\r\n\r\nWorking closely with local, state, federal, tribal, and private sector partners, DEMHS provides a coordinated, integrated program for statewide emergency management and homeland security.\r\n\r\nPreparedness is a core mission of DEMHS, and effective training and exercises are critical to building, sustaining, and validating capabilities across all jurisdictions. DEMHS develops and delivers a comprehensive Training and Exercise (T&E) Program that supports prevention, mitigation, preparedness, response, and recovery efforts, ensuring alignment with national standards and real-world operational needs.\r\n\r\nIn this role, you will serve as the Training and Exercise Supervisor, leading the development, coordination, and implementation of Connecticut’s statewide emergency management training and exercise programs. This position is responsible for ensuring alignment with the Homeland Security Exercise and Evaluation Program (HSEEP), National Incident Management System (NIMS), Incident Command System (ICS), and other applicable doctrines and frameworks.\r\n\r\nThe Training and Exercise Supervisor will lead multidisciplinary planning teams, oversee statewide course delivery, mentor instructors, and coordinate with federal, municipal, regional, tribal, and state partners to enhance preparedness capabilities. This role plays a critical part in shaping the state’s Integrated Preparedness Plan (IPP), managing exercise design and evaluation, and supporting After Action Reports (AARs) and improvement planning efforts that drive continuous improvement across Connecticut’s emergency management system.\r\n\r\nThis position will be a key leader in advancing innovative, scalable, and sustainable preparedness programs. The role requires strong collaboration with senior leadership, external partners, and stakeholders across all levels of government. DEMHS is seeking a motivated professional with strong leadership, organizational, and problem-solving skills who can manage complex initiatives and strengthen Connecticut’s preparedness posture.\r\n\r\nHighlights of this position include:\r\n\r\n Serve as the Training and Exercise Supervisor for statewide emergency management programs\r\n Lead the development and implementation of the Integrated Preparedness Plan (IPP)\r\n Design, coordinate, and evaluate exercises in accordance with HSEEP methodology\r\n Oversee statewide delivery of emergency management training courses, including ICS, EOC, and specialty programs\r\n Facilitate and lead exercise planning teams, including development of objectives, scenarios, and evaluation guides (EEGs)\r\n Manage course logistics, instructor coordination, and training delivery standards\r\n Mentor and support instructors, evaluators, and exercise planners across the state\r\n Support the development and maintenance of training and exercise doctrine, policies, and standard operating procedures\r\n Coordinate After Action Reports (AARs) and Improvement Plans (IPs), and support corrective action tracking\r\n Collaborate with local, regional, tribal, state, and federal partners to build and sustain preparedness capabilities\r\n Support development and administration of emergency management programs, including planning, capability development, and grant-aligned initiatives\r\n Ensure compliance with national preparedness standards including HSEEP, NIMS, and ICS\r\n Represent DEMHS in interagency working groups, committees, and training/exercise coordination efforts\r\n Provide support to the State Emergency Operations Center (SEOC), including staffing roles during activations\r\n\r\n\r\n\r\nABOUT US\r\n\r\n\r\n\r\n\r\nDESPP is committed to protecting and improving the quality of life for all by providing a broad range of public safety services, training, regulatory guidance, and scientific services utilizing enforcement, prevention, education and state of the art science and technology. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection this class is accountable for supervising staff engaged in planning, monitoring, evaluating and implementing the States Comprehensive Emergency Preparedness, Homeland Security and Radiological Emergency Response (RERP) plans, programs and procedures as required in Section 28-31 of the Connecticut General Statutes and other emergency preparedness guidelines.\r\n
EXAMPLES OF DUTIES
\r\n\r\n Schedules, assigns, oversees and reviews the work of staff;�\r\n Provides staff training and assistance;�\r\n Conducts performance evaluations;�\r\n Determines priorities and plans unit work;�\r\n Establishes and maintains planning unit procedures;�\r\n Develops or makes recommendations on development of planning policies and standards;�\r\n Develops and manages internal and external training programs;�\r\n Develops annual certification statement that assures that all federal requirements for planning, meetings and required projects are completed;�\r\n Acts as liaison with other operating units, agencies and outside officials regarding planning unit policies and procedures;�\r\n Prepares reports and correspondence;�\r\n Assists in the preparation and administration of all agency budgets and funding, including the DHS/FEMA Emergency Management Performance Grant and the Connecticut Nuclear Safety Emergency Preparedness Fund;�\r\n Prepares periodic reports;�\r\n Uses personal computers to develop and maintain databases;�\r\n May review and analyze legislative proposals and regulations;�\r\n May serve as assistant to the Incident Commander or as the senior Emergency Operations Center Operations Officer in simulated or actual events;�\r\n May be required to conduct briefings;�\r\n May be required to write grant proposals;�\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Considerable knowledge of\r\n \r\n current state and local Radiological Emergency Response Plan (RERP)/all-hazards plans and procedures, including homeland security plans;�\r\n the principles of nuclear, biological, chemical and weather hazards;�\r\n federal and state regulations applicable to emergency preparedness/management and associated programs;�\r\n the incident command system;�\r\n equipment and systems used in a nuclear, biological, chemical and weather emergencies;�\r\n public information and media procedures;�\r\n the national and state communications and alert systems;�\r\n procedures and criteria to establish disaster preparedness programs;�\r\n principles and practices of state and regional planning;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Ability to use EDP systems and software;\r\n Supervisory ability.\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in planning, program development or grants management including developing written long term plans broad in scope and having impact on a number of operations.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in planning at the level of an Emergency Management Program Specialist.\r\n\r\n\r\nNOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns and developing long term plans accordingly. These are formal, written plans, i.e. statements of goals and objectives, recommended alternatives for action and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large-scale corporation, which has branch or satellite facilities. Candidates must perform these types of duties the majority of time and the planning function must be the major thrust of the job.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in emergency preparedness/homeland security, planning, public administration, public information or a closely related field may be substituted for one (1) additional year of the General Experience.\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience supervising personnel in both administrative and operational settings;\r\n Experience making presentations on behalf of an agency or department;\r\n Experience supervising projects to develop emergency management training or exercise plans or procedures;\r\n Experience supervising work groups, task forces, or committees;\r\n Experience with emergency management and homeland security training and exercise programs including design, development, execution, and evaluation;\r\n Experience filling an emergency management position in an emergency operations center during exercises or real-world incidents;\r\n Experience developing and coordinating events including conferences or symposiums;\r\n Experience with Learning Management Systems or course registration and management software;\r\n Experience coordinating training or exercises with national training providers including the Federal Emergency Management Agency’s (FEMA) National Disaster & Emergency Management University (NDEMU), the National Domestic Preparedness Consortium (NDPC), or the Center for Domestic Preparedness (CDP);\r\n Experience identifying capability gaps and developing or overseeing preparedness activities to include training and exercise solutions to address those gaps;\r\n Experience developing, supervising, or reviewing After-Action Reports / Improvement Plans (AAR/IPs) and implementing corrective actions;\r\n Experience overseeing or supporting preparedness programs aligned with Homeland Security Exercise & Evaluation Program (HSEEP), National Incident Management System (NIMS), or other national frameworks.\r\n\r\n\r\n
SPECIAL REQUIREMENTS
\r\n Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license.\r\n Incumbents in this class may be required to travel.\r\n Emergency management drills and actual emergencies may require work outside of normal hours.\r\n On-call status may be required.\r\n \r\n\r\n
CHARACTER REQUIREMENTS
In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made by the Federal Emergency Management Agency (FEMA) and/or the Connecticut Department of Emergency Services and Public Protection before persons are certified for permanent appointment.
