The position is located at DEEP Headquarters, at 79 Elm Street, in Hartford, CT, and may include opportunities for a hybrid schedule that includes telework.\r\n\r\nWithin the Enforcement Division, the Compliance Assurance & Coordination Unit is responsible for the following duties:\r\n\r\n Conducting off-site compliance evaluations of air pollution sources to assess compliance with state and federal air quality statutes and regulations, permits, and orders;\r\n Administering the Department’s synthetic minor “permits by rule” under Sections 22a-174-33a and -33b of the Regulations of Connecticut State Agencies;\r\n Administering the enforcement functions of Connecticut’s Regional Greenhouse Gas Initiative (RGGI) CO2 budget program and other emission trading programs, such as the federal Acid Rain SO2 trading and major Nonattainment New Source Review emission offsetting;\r\n Compiling and uploading Connecticut’s air enforcement actions into EPA’s national database “ICIS-Air”;\r\n Leading the Air Bureau’s outreach and education compliance initiatives through training events, presentations, workshops, webinars, and compliance assistance activities targeting the general public and regulated community;\r\n Administrating the reporting and notification requirements of the P.A. 23-102 Fuel Inventory Program and tracking and analyzing liquid fuel inventories and pricing; and\r\n Recommending and drafting enforcement actions in accordance with Department policies.\r\n\r\nUnder general supervision, the incumbent will be responsible for performing the most technically complex duties within these functional areas, including training and mentoring of lower-level staff. The incumbent will be the Compliance Coordinator for Connecticut’s Regional Greenhouse Gas Initiative (RGGI) CO2 budget program and will administer the Department’s synthetic minor “permits by rule” under Sections 22a-174-33a and -33b of the Regulations of Connecticut State Agencies and the Department’s “permit by rule” for Combined Heat and Power Systems. The incumbent will also administer the reporting and notification requirements of the P.A. 23-102 Fuel Inventory Program and will track and analyze liquid fuel inventories and pricing.\r\n\r\nExamples of duties include but are not limited to:\r\n\r\n Conducting comprehensive compliance evaluations to ensure compliance with applicable state and federal air pollution statutes and regulations;\r\n Evaluating all types of air pollution sources for compliance with reporting and recordkeeping requirements;\r\n Completing RGGI compliance responsibilities such as annual allocations to auction and set-aside accounts; monitoring RGGI’s allowance tracking system “COATS”; reviewing annual reports\r\n Monitoring fuel stocks and prices; preparing written analysis in this regard ;\r\n Preparing detailed compliance evaluations and recommending appropriate enforcement action;\r\n Meeting with company representatives, members of the public, and other officials in matters related to air pollution enforcement;\r\n Attending formal training classes and reviewing self-study materials to enhance knowledge of the principles and practices of air pollution control;\r\n Testifying in administrative and/or judicial hearings; and\r\n Performing related duties, as required.\r\n\r\nFor general position duties, please see the 'Examples of Duties' section below.\r\n\r\n\r\n\r\n\r\nABOUT US\r\nDEEP is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection, Bureau of Air Management this class is accountable for acting as a working lead and/or for performing the most complex tasks in engineering studies of the effectiveness of stationary- and mobile- source air pollution controls involving air pollution monitoring equipment and the enforcement of air pollution regulations.\r\n
EXAMPLES OF DUTIES
\r\n\r\n\r\n Reviews and analyzes complex engineering plans and specifications for establishment of new or modified stationary or mobile sources which may affect air quality;\r\n Performs engineering studies of effectiveness of air pollution control equipment and instruments;\r\n Develops recommendations and regulations;\r\n Prepares reports on types, concentrations and dangers of source emissions;\r\n Compiles data and prepares exhibits/presentations;\r\n Prepares assessment of administrative and judicial remedies for resolving noncompliance;\r\n Prepares penalties;\r\n Plans installation, operation, calibration, maintenance and repair of air sampling, meteorological and related telemetry and data processing equipment;\r\n Sites air sampling and meteorological instruments;\r\n Develops, maintains, applies and modifies air pollution program related computer models;\r\n Performs source testing;\r\n Reviews and analyzes source testing plans and data;\r\n Designs, develops, implements and maintains the computerized environmental information system;\r\n May plan and oversee continuous emission monitoring or quality assurance program for air pollution and related instruments and data;\r\n May testify in hearings and court cases;\r\n May represent unit at meetings and conferences;\r\n May perform on-site inspections of highly complex sources of air pollution to determine nature/magnitude of emissions and status of compliance;\r\n May investigate complaints from public about air pollution matters;\r\n May review modeling results;\r\n Performs related duties as required.\r\n\r\nWORKING LEAD LEVEL:\r\n\r\n As assigned by a supervisor, may distribute, prioritize, oversee and review unit work;\r\n May provide staff training and assistance;\r\n May conduct or assist in conducting performance evaluations;\r\n May act as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and standards;\r\n May prepare reports and correspondence;\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n Considerable knowledge of sources and types of air pollution and methods of control;\r\n Knowledge of\r\n \r\n laws and regulations concerning air pollution engineering and control;\r\n data collection and analysis techniques;\r\n instrumentation and techniques for monitoring air pollution;�\r\n quality assurance plans;\r\n industrial, mechanical and chemical processes;\r\n engineering-related computer applications;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n \r\n \r\n Ability to\r\n \r\n design, calibrate, troubleshoot and maintain telemetry, meteorological monitoring and electronic data handling equipment;\r\n evaluate cost effectiveness of air pollution control equipment;\r\n utilize computer software;\r\n lead.\r\n \r\n \r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience as an engineer or scientist in an air pollution control program or as an engineer or technician in the installation, operation, calibration, modification, maintenance and repair of chemical, mechanical, meteorological and electronics equipment and instruments including two (2) years of experience directly related to air pollution control.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for one (1) additional year of the General Experience.\r\n For state employees one (1) year of experience as an Environmental Protection Air Pollution Control Engineer 2 or two (2) years of experience as an Environmental Protection Air Pollution Control Engineer 1 may be substituted for the General Experience.\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n Experience enforcing air pollution control statutes, regulations, and permits and identifying or targeting regulated sources of air pollution for regulatory compliance purposes;\r\n Experience interpreting and applying state and federal statutes and regulations regarding stationary sources of air pollution;\r\n Experience communicating regulatory and policy information to more than one audience through presentations and written correspondence or reports;\r\n Experience participating in regional or national workgroups or committees;\r\n Experience managing cross-disciplinary projects;\r\n Experience adapting to changing priorities; and\r\n Experience working in a team environment and on individual projects.\r\n\r\n
SPECIAL REQUIREMENTS
\r\n Incumbents in this class may be required to travel.\r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.\r\n\r\n
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury, physical harm, discomfort and to moderately disagreeable working conditions on occasion.
