PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of fiscal and administrative functions, with major emphasis on fiscal administration or payroll oversight.�\r\n

EXAMPLES OF DUTIES

\r\n\r\n\r\n Supervises maintenance of accounts;�\r\n Supervises preparation of financial statements and reports and budget requests in financial planning and oversight of payroll;�\r\n Reviews and authorizes expenditures;�\r\n Schedules, assigns, oversees and reviews work of staff;�\r\n Provides staff training and assistance;�\r\n Conducts performance evaluations;�\r\n Determines priorities and plans work;�\r\n Establishes and maintains procedures;�\r\n Develops or makes recommendations on development of policies and standards;�\r\n Acts as liaison with other operating units, agencies and outside officials regarding policies and procedures;�\r\n Prepares reports and correspondence;�\r\n Oversees planning and implementation of financial aspects of EDP systems;�\r\n Utilizes EDP systems for financial records, reports, and analyses;�\r\n Assists in analyzing impact of proposed regulations and legislation on agency fiscal/administrative programs and functions;�\r\n Supervises grant and contract administration, including fiscal record keeping and reporting and preparation of new contracts and grant applications;�\r\n Supervises requisitioning, stores and inventory control;�\r\n Supervises purchasing functions;�\r\n In addition to supervising fiscal/administrative functions, may supervise support services such as stores, inventory, facilities/equipment maintenance, mailroom, food services, facilities/equipment security;�\r\n May supervise payroll preparation;�\r\n Performs related duties as required.\r\n\r\n\r\nIn the Department of Transportation:�\r\n\r\n\r\n Performs specialized duties in a particular area of commodities or services;�\r\n Responsible for open-market and scheduled term buying for a specialized group of items;�\r\n Researches and analyzes data on market, price trends and supply for a specialized group of items;�\r\n Reviews specifications for suitability, completeness and consistency;�\r\n Prepares or edits specifications;�\r\n Oversees preparation of bid proposals;�\r\n Reviews competitive bids and recommends contract awards;�\r\n Prepares contracts;�\r\n Obtains new sources of supply;�\r\n Inspects or arranges tests on samples and delivered materials for conformance with specifications;�\r\n Studies new materials which may be used to state advantage as substitutes for materials in use;�\r\n Under supervision coordinates bids and contracts for legislatively mandated set-aside programs for a specialized group of items in order to comply with state law and designated bureau goals for such programs;�\r\n Performs 'make-buy' studies;�\r\n Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;�\r\n Utilizes EDP systems for financial records, reports, and analyses;�\r\n Prepares reports and correspondence;�\r\n Performs related duties as required.\r\n\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n\r\n Considerable knowledge of\r\n \r\n principles and practices of public administration with special reference to governmental budget management, governmental accounting, and payroll;�\r\n relevant agency policies and procedures;�\r\n relevant state and federal laws, statutes and regulations;�\r\n \r\n \r\n Knowledge of\r\n \r\n grants and contracts preparation and administration;�\r\n purchasing principles and procedures;�\r\n types, characteristics and sources of supply and market factors of assigned commodities;�\r\n business law as it applies to purchasing contracts and sales;�\r\n payroll practices and procedures;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Considerable ability in preparation and analysis of financial and statistical reports;�\r\n Ability to\r\n \r\n understand and apply relevant state and federal laws, statutes and regulations;�\r\n utilize EDP systems for financial management;�\r\n \r\n \r\n Supervisory ability.\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in a combination of fiscal/administrative functions (e.g., accounting, payroll, purchasing) at least one (1) of which must be an accounting, budgeting, or payroll function. Descriptions of these fiscal/administrative functions are attached.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2.\r\n\r\n\r\nNOTE: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is the professional training level and below the professional working level.\r\n\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n\r\n\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.\r\n For state employees experience at the level of a Purchasing Services Officer 1 or 2 substitutes for the General and Special Experience on a year for year basis.\r\n\r\n\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience with Core-CT Financials module and creating reports using the State Analytical Reporting System (STARS)\r\n Experience executing contract procedures to ensure adherence to state regulations and statutory requirements\r\n Experience reviewing financial reports for human services contracts\r\n Experience with State of Connecticut procurement guidelines\r\n Experience interpreting legislative language and applying it to the administration of state, federal, or specialty funds\r\n\r\n\r\n
