Click here for more information.\r\n\r\nPOSITION HIGHLIGHTS:\r\n\r\n\r\n This position is full-time, hybrid, 8:00am. – 4:30pm, 40 hours per week, scheduled Monday through Friday.\r\n The Fusion Center Analyst is responsible for independently performing a full range of tasks in the evaluation and analysis of criminal/terrorism information and intelligence.�\r\n The role of this incumbent will be to perform a variety of work activities involving intake, research, collection, analysis, dissemination, and documentation of homeland security and crime-related information including information which has a possible nexus to terrorist activity and/or represents potential threats to homeland security and public safety within the State of Connecticut and, by extension, the region and nation.\r\n\r\nABOUT THE CITC:\r\nThe Connecticut Intelligence Center’s Mission is: Enhance national security and the safety of Connecticut by synergizing information, analysis and intelligence to support our strategic partners.\r\n\r\nOur vision is a resilient and secure Connecticut achieved through collaboration, trust and shared intelligence.\r\n\r\nThe CTIC is the designated fusion center for the State of Connecticut and is one of 80 fusion centers in the country. Fusion centers were developed after September 11, 2001, in an effort to increase collaboration and information sharing between all levels of government. Fusion centers serve as the focal point for the receipt, analysis, and sharing of threat-related information between State, Local, Tribal and Territorial (SLTT), federal, and private sector entities. CTIC currently has representatives from the following organizations assigned to the unit which include, however, is not limited to:\r\n\r\n\r\n Department of Homeland Security (DHS)\r\n Federal Bureau of Investigations (FBI)\r\n Transportation Security Administration (TSA)\r\n High Intensity Drug Trafficking Area program (HIDTA)\r\n Connecticut National Guard\r\n Connecticut Department of Correction\r\n Connecticut Judicial Branch\r\n Connecticut State Police\r\n Several Local Law Enforcement Agencies\r\n Fire/EMS\r\n\r\n\r\n\r\nABOUT US�\r\n\r\n\r\n\r\nThe DESPP is committed to protecting and improving the quality of life for all by providing a broad range of public safety services, training, regulatory guidance, and scientific services utilizing enforcement, prevention, education and state of the art science and technology. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection this class is accountable for independently performing a full range of tasks in the evaluation and analysis of criminal/terrorism information and intelligence.\r\n

EXAMPLES OF DUTIES

\r\n\r\n\r\n Performs duties and responsibilities related to intelligence sector assigned;\r\n Collects, integrates, evaluates, analyzes, and disseminates as appropriate intelligence data such as:\r\n \r\n the patterns, structure, trends and movement of any individual or group, business or partnership which directly relates to criminal/terrorist conduct or activity and for which there is reasonable suspicion;\r\n the state’s critical infrastructure systems and assets as they relate to the National Infrastructure Protection Plan (NIPP), or similar plan and the National Critical Infrastructure Prioritization Program (NCIPP) or similar plan, including conducting and/or coordinating identification and security assessment of such infrastructure;\r\n cybersecurity intelligence information, including intelligence data of the federal intelligence cycle, network intrusion reports, including assessments to evaluate cyber security posture;\r\n creation, review and update of Geographic Information System points of systems and assets;\r\n \r\n \r\n Coordinates the exchange of interstate and intrastate information pertaining to criminal activity and criminal movement;\r\n Collects, rapidly analyzes, and disseminates as appropriate information on criminal activities to support law enforcement criminal investigations;\r\n Establishes links between crimes that include identification of criminal history and criminal relationships to aid in making connections between members of criminal organizations;\r\n Synthesizes input from multiple data streams to aid in criminal investigations;\r\n Uses deductive and inductive reasoning to formulate recommendations;\r\n Adheres to prevailing state and federal laws and policies regarding the handling of criminal offender record information and document classification markings including sensitive but unclassified and classified information;\r\n Derives criminal/terrorism related intelligence through blending, analyzing and evaluating relevant horizontal and vertical sources;\r\n Assists in developing and planning criminal/terrorism and intelligence data procedures;\r\n Assists with formulation and dissemination of intelligence data;\r\n Works with federal, state, municipal, military, tribal and private sector to obtain criminal/terrorism information and intelligence data;\r\n Tracks local, state, national and international trends;\r\n Collects, analyzes, and reports forensic and situational data associated with ballistic, DNA, or fingerprint system leads;\r\n Collates message traffic and other communications and alerts unit leadership of developments and or significant changes applicable to assigned area;\r\n Promotes the agency’s intelligence analysis units to relevant outside parties to encourage the exchange of criminal intelligence information between agencies;\r\n Prepares and makes presentations on intelligence data, developments and findings;\r\n Prepares comprehensive reports containing vetted intelligence data;\r\n Provides expert testimony on forensic analysis;\r\n Performs related duties as required.\r\n\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n Knowledge of\r\n \r\n research methods and techniques;�\r\n the Criminal Intelligence systems operating policies; the Law Enforcement Analytic Standards;�\r\n national/international criminal/terrorism data systems and cycle;�\r\n state and federal constitutional and statutory privacy and civil liberties provisions;�\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Ability to\r\n \r\n analyze and forecast data;�\r\n understand and use computerized databases;�\r\n utilize federal database systems;�\r\n analyze data.\r\n \r\n \r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in the collection, integration, evaluation and analysis of criminal/terrorism information and/or intelligence.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n College training in may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in Criminal Justice, Intelligence Management, Law Enforcement, Political Science, Forensic Science or closely related field may be substituted for one (1) additional year of the General Experience.\r\n \r\n Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n Experience collecting, analyzing, and disseminating intelligence data related to criminal conduct or activity including terrorism.\r\n Experience tracking and organizing data collection of trends associated with terrorist and other criminal activities.\r\n Experience using written and oral communication to prepare and facilitate multimedia presentations of analytical material including intelligence data and criminal activity findings.\r\n Proficiency with analytic tools, geographic information systems (GIS), intelligence databases (such as NCIC), and data visualization software (like Tableau or Power BI).\r\n Experience working independently, develop solutions to problems, and collaborate with interdisciplinary teams to meet the requirements of diverse customers and stakeholders.\r\n\r\n

SPECIAL REQUIREMENTS

\r\n For a CTIC or CSP position, must obtain a Department of Homeland Security Secret Security clearance within nine (9) months of appointment to class.\r\n Incumbent in this class must possess and retain a valid Motor Vehicle Operator's License.\r\n \r\n\r\n

CHARACTER REQUIREMENTS

In addition to reference check and facts stated in application, a thorough background investigation of each candidate may be made by the United States Department of Homeland Security and/or the Connecticut Department of Emergency Services and Public Protection before candidate is certified for appointment.
