They will oversee development and implementation of policy, review and draft legislation and administer special projects with a specific focus on Real Estate and Construction Services and school construction.\r\n\r\n\r\nThe Real Estate and Construction Services Chief Legal Officer will be responsible for ensuring agency compliance with applicable statutes and regulations reviewing DAS administered construction projects to ensure compliance with laws and best practices for environmental remediation, energy efficiency, affirmative action, life safety codes, prevailing wages, and ADA requirements. They will also be in charge of the oversight of all procurement and contracting for the major capital projects administered by Department of Administrative Services for executive branch agencies, as well as all legal issues arising during the course of such projects.�\r\n\r\n\r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services and the Office of Policy and Management this class is accountable for assisting the Policy and Legislative Advisor in the development of statewide administrative policy and coordinating and implementing special projects relating to state governmental policies and administrative operations.\r\n
EXAMPLES OF DUTIES
\r\n\r\n\r\n Acts as senior advisor to the Policy and Legislative Advisor on statewide policy matters;�\r\n Develops, formulates and implements special projects relating to administrative policies, programs and operations;�\r\n Coordinates priorities and project plans;�\r\n Acts as a confidential advisor on new initiatives and special projects of a sensitive nature;�\r\n Performs more advanced agency tasks and/or work including complex, difficult and sensitive administrative proceedings and/or work requiring specialized legal knowledge;�\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n\r\n\r\n Considerable knowledge of\r\n \r\n administrative and management principles and practices;\r\n relevant state and federal laws, statutes, regulations and guidelines;\r\n state and federal legislative processes;�\r\n administrative law;�\r\n rules of practice and procedures before administrative bodies;\r\n principles and practices of public administration;�\r\n legal research techniques;�\r\n \r\n \r\n Knowledge of operations of state agencies and institutions;\r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n skill in writing technical contract provisions;�\r\n \r\n \r\n Considerable ability to analyze and evaluate complex policy issues;\r\n Ability to\r\n \r\n coordinate and implement policy development activities;�\r\n prepare and present effective reports and presentations.\r\n \r\n \r\n \r\n \r\n \r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience in the practice of law including participation in formal administrative hearings or other judicial or quasi-judicial proceedings.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have involved performing legal work with major responsibility for the review, development and administration of corporate wide policy.\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience providing legal advice, including conducting legal research and interpreting and applying laws and regulations.\r\n Experience writing and reviewing legal documents (e.g. contracts, memorandums of understanding, legislation, regulations etc.).\r\n Experience with contract, real estate and construction law.\r\n Experience reviewing state capital projects contracts.\r\n Experience with procurement.\r\n Experience with the state building and fire codes.\r\n Experience with the Uniform Administrative Procedures Act (UAPA).\r\n\r\n\r\n
SPECIAL REQUIREMENTS
Incumbents in this class must be admitted to practice law in the State of Connecticut.
