This rewarding opportunity allows you to have a significant impact on the quality of health care in the state.\r\n\r\n\r\n\r\nThe Staff Attorney 2 will support the Certificate of Need (CON) program, which regulates specific healthcare facilities and services to ensure access to quality and cost-effective healthcare for Connecticut residents and to avoid unnecessary duplications of those facilities and services. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in the legal work of the agency.

EXAMPLES OF DUTIES

\r\n\r\n Performs advanced and complex legal work of an agency;�\r\n Researches, interprets, analyzes and applies complex and conflicting laws and regulations, case law and legal principles;�\r\n Acts as hearing officer or represents agency in formal administrative and public proceedings on a full range of cases involving complex legal and technical issues;�\r\n Negotiates and drafts settlement agreements;�\r\n Drafts advisory opinions, rulings, decisions, recommendations, findings, legislation, statutes, regulations, publications and other related legal documents;�\r\n Assists in the preparation and presentation of trials and appeals;�\r\n Consults with the Office of the Attorney General on legal issues;�\r\n Researches complex legal issues;�\r\n Conducts investigations and enforcement proceedings;�\r\n Prepares comprehensive reports for use in administrative and court proceedings;�\r\n Prepares pleadings and other court papers;�\r\n Interprets and applies complex or conflicting laws and regulations, case law and legal principles;�\r\n Participates in the conduct of various educational activities;�\r\n Provides legal guidance when duly authorized;�\r\n Provides input into policy formation;�\r\n Reviews court decisions, new and proposed laws and regulations to determine impact on agency operations;�\r\n Prepares and maintains precedent manuals;�\r\n Reviews legal and other related documents for legal sufficiency;�\r\n May testify at or monitor legislative proceedings;�\r\n May represent agency in court when authorized;�\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n Considerable knowledge of\r\n \r\n legal principles, practices and procedures in Connecticut;�\r\n legal research techniques;�\r\n the Uniform Administrative Procedures Act;�\r\n and the ability to interpret and apply relevant state and federal laws, statutes, regulations and legislation;�\r\n relevant agency policies and procedures;�\r\n \r\n \r\n Knowledge of\r\n \r\n the rules of evidence;�\r\n criminal and constitutional law and legislative process;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Considerable ability to\r\n \r\n apply judicial decisions to the interpretation of statutes;�\r\n comprehend, analyze and organize technical data and coordinate elements of legal cases.\r\n \r\n \r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in the practice of law.\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Civil litigation or administrative hearing experience\r\n Experience drafting contractual instruments\r\n Experience negotiating complex settlements\r\n Experience working within a team to manage projects and meet deadlines\r\n Experience working with health care providers and other members of the healthcare�community\r\n\r\n\r\n

SPECIAL REQUIREMENTS

\r\n\r\n Incumbents in this class must be admitted to practice law in the State of Connecticut.\r\n Incumbents in this class may be required to travel.\r\n\r\n\r\n
