Summary Statement
The Chief of Staff serves as a senior strategic advisor to the Division Director and is responsible for advancing organizational effectiveness, workforce development, and operational excellence across the Division of Services for Aging and Adults with Physical Disabilities (DSAAPD), including the Delaware Hospital for the Chronically Ill (DHCI).\r\nThis position leads division-wide initiatives focused on improving team performance, strengthening leadership capacity, and aligning operations with the Division’s core pillars of Quality, Leadership, Culture, and Safety.The Chief of Staff will assess organizational challenges, develop structured improvement plans, and partner with leadership and the Continuous Quality Improvement (CQI) team and or Quality and Performance Improvement (QAPI) to implement and monitor sustainable change. \r\nA central function of this role is to support the organizational health of the workforce. The Chief of Staff will serve as an objective resource for employees and leadership, helping to surface concerns, navigate complex interpersonal dynamics, and foster a culture of trust, accountability, and engagement across the division.\r\n\r\n
Preferred Qualification
Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.\r\n\r\n\r\n\r\n \r\n \r\n Master’s degree in public administration (MPA), healthcare administration (MHA), business administration (MBA), or related field.\r\n Experience working within state government, healthcare systems, or human services organizations.\r\n Experience in long-term care or services for aging and adults with disabilities.\r\n Strong knowledge of labor relations and unionized work environments.\r\n Experience working with Continuous Quality Improvement (CQI) processes, data dashboards, or performance metrics.\r\n Demonstrated experience in strategic planning and implementation.\r\n\r\n\r\n

Job Requirements

Workplace Environment - This position operates in a dynamic, fast-paced environment across both community-based programs and a long-term care facility. The role requires frequent interaction with leadership, staff, and external stakeholders and will involve travel between locations (Statewide).\r\n
Conditions of Hire
